Oshkosh boards weigh TIF district, lead line contracts; no decisions yet
Oshkosh officials held several meetings over the past two weeks to review proposals for a new tax increment financing district, lead service line replacements, and other infrastructure work. No final decisions have been published yet; all items remain on the agenda for future action.
Plan Commission reviews TIF district and annexations
The Plan Commission met July 28 to hold a public hearing on the creation of Tax Increment Financing District No. 45 for the White Label Lofts project, including its boundaries and project plan. The commission also reviewed a zone change from Institutional and Central Mixed Use to Institutional with a Planned Development Overlay for properties at 100, 114, and 118 High Avenue and 115 Algoma Boulevard.
Two direct annexation petitions from the Town of Oshkosh were on the agenda: one for 2606 Jackson Street (Naslund Annexation) and one for 2875 Jackson Street (Xiong Enterprises Annexation). The commission also considered an amendment to a Specific Implementation Plan for an outdoor storage area expansion at 2750 Vinland Street.
City Council considers contracts and annexations
The Common Council's regular meeting on August 4 included several public works contracts. A contract for private lead service line replacements in Census Tracts 4, 7, and 12 was listed at $1,674,641.52. Engineering services for the Bowen Street reconstruction from East Parkway Avenue to Sterling Avenue were proposed at $950,000.00. A three-year agreement for nuisance animal/rodent trapping for storm water management was listed at $484,372.00.
The council also had on its agenda the same zone change for the High Avenue and Algoma Boulevard properties, plus the annexations of 2875 Jackson Street and 2606 Jackson Street from the Town of Oshkosh.
Council orientations held
Two orientation sessions took place on August 4 and 5. The first covered City Clerk and administrative support functions, including Human Resources, Information Technology, and Finance. The second covered the Cultural & Enrichment Services Department, including the Library, Museum, Park Events & Services, and Seniors Center. No formal decisions or votes were scheduled for either session.
