Hospital district board to weigh $3.35M contract, FY2027 budget
The Nueces County Hospital District Board of Managers and its committees met Aug. 17 to consider a slate of financial and policy items, including a $3,347,716 intergovernmental transfer contract for state payments to CHRISTUS Spohn and the draft Fiscal Year 2027 budget. All four meetings were agenda-only; minutes have not yet been published, so no final decisions are known.
Board of Managers – Regular Meeting
The full board was scheduled to act on several items, most notably:
- Authorizing the administrator to execute an IGT Responsibility Contract with Texas HHSC for Network Access Improvement Program (NAIP) payments, not to exceed $3,347,716.00.
- Adopting a resolution approving the Member Revenue Specified Annual Percentage for CHRISTUS Spohn for Oct. 1, 2026 – Sep. 30, 2027.
- Adopting a resolution committing the FY2026 year-end General Fund balance for obligated IGTs to FY2027.
- Approving unaudited financial statements for the period ended June 30, 2026.
- Adopting the annual investment policy and broker/dealer list effective Sept. 1, 2026.
The board also received FY2026 year-to-date financial reports and discussed the FY2027 budget, which remains under development.
Finance Committee
The Finance Committee reviewed similar items, including the same $3,347,716 IGT contract, the unaudited financial statements, a quarterly investment report, the investment policy, and the CHRISTUS Spohn revenue percentage for FY2027. The committee was set to recommend action on these items to the full board.
Legislative Committee
The Legislative Committee received an update from legislative consultants on the 90th Texas Legislative Session agenda and considered recommending amendments to the draft agenda. It also received a briefing on the potential use of YourTexasBenefits.com to facilitate enrollment in the Nueces Aid Program. The committee approved minutes from its June 23, 2026, meeting and scheduled its next meeting for Sept. 22, 2026, at 555 North Carancahua Street, Room 950-A, Corpus Christi.
Workshop on FY2027 Budget
The Board of Managers held a workshop to discuss the draft FY2027 budget (attachment: NCHD_UPDATED_Draft_FY27_Budget_08-11-2026). No formal action was taken, and public comment was not accepted. The workshop also noted that the FY2026 budget was adopted and approved by Commissioners Court. A closed meeting could be called for any agenda item per the Texas Open Meetings Act.
