Billerica boards lined up sewer loan vote, dam removal certificate, and license hearings in late July
Billerica's town boards held a busy stretch of meetings in the second half of July, with the Select Board scheduled to act on a roughly $1 million sewer borrowing, two restaurant liquor-license hearings, and a bike-path grant. Because minutes have not yet been published for any of these meetings, this roundup reflects what was on the agendas; outcomes and vote tallies are not yet available in the public record.
Select Board
The Select Board's July 20 agenda listed a vote to approve $1,055,958 in borrowing from the Massachusetts Clean Water Trust for the Sewer I/I Rehabilitation Project. The same meeting included public hearings on two Boston Road restaurants: Two Putt LLC at 279 Boston Road, Unit A, seeking a new all-alcoholic-beverages restaurant license and entertainment licenses, and Armando & Luiza Restaurant Inc., doing business as Belly Buster Diner at 306 Boston Road, seeking a wine and malt beverages license and a change of operating hours. The board was also scheduled to vote on accepting a $20,000 MassTrails Grant from the Department of Conservation and Recreation for the Yankee Doodle Bike Path project, and to discuss a proposed warrant article amending Section 10.2 on signs and lighting.
On July 27 the board was scheduled to discuss and vote on waiving a Department of Public Works fee for Wicked Wings, then enter executive session to review and approve executive session minutes from December 31, 1975, through July 16, 2026. A July 31 special meeting was set for the same minutes review, including a determination of whether continued nondisclosure is warranted.
Conservation Commission and Historic Districts Commission
The Conservation Commission's July 20 agenda included a new public hearing on a Notice of Intent for 15 Middlesex Turnpike, with applicant John Li of BBPA Realty Trust, under the Massachusetts Wetlands Protection Act and local bylaw. Continued hearings covered the Ichabod Lane Culvert Replacement, the 2026 Roadway Management Program on various roadways, 14 Sterling Road, and the Faulkner Street Talbot Mills Dam Removal Project — each continued to August 17, 2026. Additional continued hearings were listed for 7 Yale Street, 14 Fourth Avenue, 34 Doe Drive, 7 Charles Anna Lane, and 51 Sheldon Street.
The Historic Districts Commission met the same evening to consider issuing a certificate for the Talbot Mills Dam Removal Ecological Restoration Project under APP#2025-01, per Middlesex Superior Court Civil Action No. 2681CV00689.
Finance Committee
The Finance Committee's July 29 agenda listed discussion and a possible vote on the revised Shawsheen Tech budget, with input expected from the Superintendent and School Committee members.
Open Space & Recreation Committee
On July 30 the committee was scheduled to discuss a Community Preservation Committee request for $5,000 toward a $75,000 NMCOG regional trail feasibility plan, and a request for 5% Open Space funding in the Conservation Trust Fund. The agenda also included review of the revised 2025 Workbook and 10-year Plan and updates to bicycle racks and trail brochures.
Commission on Disabilities
The July 23 agenda covered handicap parking at Town Center businesses, an LRTA study status update, new contact information for the Town Manager's office, accessibility issues at the Treble Cove and Route 3A intersection, and unreachable buttons near Boston Road. New business included filling an open commission seat and planning for Yankee Doodle Day and the Health Fair.
250th Committee
The July 28 agenda included discussion and a vote on finalizing a time capsule and approving donations to volunteers and organizations from the July 2 event, along with a treasurer's report and chairman's report.

The School Committee meets August 3 for a retreat covering Policy JICI on student electronic device use, a proposed BMHS World Language field trip to Paris April 9-23, 2027, a $2,000 donation from Cabot Corporation for field trip and program supplies, the preliminary Fall Town Meeting warrant including removal of the High School Building Committee, and a proposal to create a subcommittee on Chromebook usage.
