Caldwell agendas take up boutique hotel developer, Axon contract and road fee formula
Caldwell's City Council and Urban Renewal Agency spent the past two weeks on agendas covering downtown redevelopment, police technology and road funding. As of Oct. 13, minutes had not been published for any of the three meetings, so no outcomes, vote tallies or dollar figures are confirmed. What follows is what the agendas themselves state.
Urban renewal: two developers, one hotel project
The Caldwell Urban Renewal Agency held a special meeting Friday, Oct. 2, 2026, at noon at Caldwell City Hall, Council Chambers Room #100, 205 South 6th Avenue. The agenda listed two action items, each a resolution selecting a preferred developer for the Main Street Boutique Hotel RFP redevelopment project — one naming Borum LLC, the other naming deChase Miksis Development. Either item would authorize staff to negotiate a Disposition and Development Agreement for Agency consideration. The agenda does not state which developer was recommended, and it lists no dollar amounts.
Council: Axon contract, two subdivisions, road fee formula
The City Council met Oct. 5, 2026, at City Hall, with a 5:00 p.m. workshop on an Economic Development Strategic Plan ahead of the 6:00 p.m. regular session. Agenda items included:
- A public hearing on the Galveston Townhomes Subdivision, a two-lot, 0.18-acre T-N zoned short plat at E. Galveston St. near N. 2nd Ave., recommended for approval by the Hearing Examiner on Aug. 25, 2026.
- A public hearing on the Canyon Village Shops Subdivision, a 5.44-acre, seven-lot commercial subdivision at Cleveland Blvd. and E. Homedale Rd., recommended for approval July 14, 2026.
- An action item on a multi-year contract with Axon for ALPR, drones, body cameras, tasers and services. The agenda states no dollar amount.
- An action item on a lane-miles-based distribution formula for the November 2026 registration fee ballot initiative.
- A consent calendar that included a 3-year Caldwell Police Department contract with Leads Online software, several final plat findings of fact, and a resolution to surplus police vehicles to Enterprise.
Several items were listed as discussion-only, including a Canyon County Jail site update, city water source capacity, and an ordinance on the Mayor and Council's agenda-setting powers.
URA workshop: hotel proposals and project completions
The Urban Renewal Agency scheduled an Oct. 12, 2026, workshop to discuss two RFP submissions for a Main Street boutique hotel, from deChase Miksis and Borum LLC. The agenda also listed Resolution No. 2026-017, a Certificate of Completion for RRC Contractors at 213-217 S. Kimball Ave; Resolution No. 2026-018, a performance schedule extension for TS Development LLC at 510 Arthur Street; the appointment of Rachelle Castleberry as URA Treasurer; and update reports for projects at 510 Arthur Street, 905 Arthur Street, and the Canyon County Fair.
What the records do not show
All three meetings are documented here by agenda only. No minutes had been published, so this roundup cannot report what was approved, rejected, tabled or how anyone voted. No dollar amounts appear in the agenda materials for the Axon contract, the hotel project or the other items described above. Agenda items are proposals for a body to consider, not decisions. The absence of minutes is not evidence that nothing happened.
