Cape Elizabeth boards take up tax relief, housing zoning and school construction; $5 million arena proposal on deck
Over the past two weeks, Cape Elizabeth's Town Council, Planning Board and several town committees took up property tax relief, state-mandated housing zoning, school construction and traffic safety. Most of the material available for this roundup consists of meeting agendas; minutes have not been published for those meetings, and the agendas list no dollar amounts and no recorded votes. The one set of minutes provided, from the School Building Committee's Oct. 7 meeting, records no formal votes or final contract approvals.
School Building Committee: design, budget and bond schedule
The School Building Committee met Oct. 7 and received project design and construction updates, and reviewed budget status, cash flow and financing schedules, according to the minutes. Members discussed site work, upcoming blasting and the schedule for the groundbreaking ceremony. The School Board's Oct. 13 agenda listed the School Building Project groundbreaking for Oct. 17 at the CEMS baseball field.
Town Council: tax relief workshop and two public hearings
The council held a 6:00 PM workshop Oct. 5 at 320 Ocean House Rd. whose only substantive item was a discussion of new or expanded property tax relief programs. No votes or formal decisions were scheduled.
At a regular meeting at 7:00 PM the same evening, the agenda listed two public hearings: a second amendment to the Town Center Infrastructure Improvement Municipal Tax Increment Financing District, and the General Assistance Ordinance. Also listed were a special use permit for a Gull Crest food truck, proposed changes to the Library Community Spotlight Selection Policy, consideration of scheduling an Oct. 19 public hearing on paper reduction amendments to Chapters 16 and 19, a Historical Society request to use Town copyright material, an appointment to chair the Registration Appeals Board, council email guidelines, and an executive session on an employment matter. The agenda does not state what the amendments, ordinance or permit would change.
Planning Board: housing amendments
The Planning Board met in workshop Oct. 6 at 7:00 PM in the Jordan Conference Room at Town Hall, 320 Ocean House Road, on amendments to municipal zoning to promote housing — work referred by the Town Council in response to state-mandated changes. Public comment at the workshop was by written submission only; no in-person speaking was offered.
