Appleton roundup: $384K paving contract recommended, truancy resolution fails
The Finance Committee recommended approval of a $384,566.98 contract for wastewater treatment plant truck scale paving, the largest single expenditure among recent city decisions. The recommendation, which includes a 10% contingency, will go before the Common Council on Aug. 19.
Common Council
The Common Council on Aug. 5 voted 7-6-2 against Resolution #7-R-26 to review options for the truancy ordinance, falling short of the required 8 affirmative votes. The council approved several other items, including appointments to the Library Board and Redevelopment Authority (14-0-1), installation of a peace pole (11-0-2) and kinetic wind sculptures (12-0-2) in Ellen Kort Peace Park, the 2026 Purchasing Policy (13-0-1), a resolution supporting vegetation analysis and mowing reduction (13-0-1), and an extension of the tornado state of emergency (13-0-1). The balance of agenda items, including contracts, licenses, and ordinance #44-26, passed 13-0-1.
Finance Committee
The Finance Committee on Aug. 10 recommended approval of a $384,566.98 truck scale paving contract to Vinton Construction, with a total not to exceed $423,023.68 (4-0). It also recommended a $57,640 sole-source purchase of two Hidrostal E5K-S digester pumps from LAI, Ltd. (4-0) and a change in funding source for eligible capital equipment from property tax levy to short-term general obligation debt (4-0).
Municipal Services Committee
The Municipal Services Committee on Aug. 10 recommended denial of a long-term temporary occupancy permit for terrace plantings at 1102 N Superior Street, citing non-compliance with the Street Terrace Policy (3-0). It recommended approval of a similar permit for a Copper Leaf Hotel construction dumpster in the N Superior Street loading zone through 12-01-2026 (3-0), revocation of BMO Harris Bank's designated parking stalls in the Red Ramp effective 01-01-2027 (3-0), and approval of a revised Residential Recycling Cart Exchange Policy (3-0).
Plan Commission

Appleton creates new tax district; truancy resolution fails
The Appleton Joint Review Board on July 30 approved the creation of Tax Incremental District No. 14, a move that will direct future property tax revenue from new development to fund infrastructure and other improvements within the district. The board voted 5-0. In other recent action, the Common Council rejected a resolution to review the city's truancy ordinance, and several committees made recommendations on staffing and contracts.
Tax Increment District No. 14
The Joint Review Board approved the creation of TID No. 14 following a public hearing and review of planning documents. The vote was 5-0. The board also appointed Kami Lynch as the Public Member (4-0, 1 abstention) and approved minutes from the May 13 meeting. The board reviewed 2025 annual reports for TIDs 3, 8, 9, 10, 11, and 12.
Common Council
At its Aug. 5 meeting, the Common Council voted 7-6-2 against Resolution #7-R-26, which would have directed staff to review options for the truancy ordinance. The resolution needed eight affirmative votes to pass. The Appleton Joint Review Board voted unanimously on July 30 to create Tax Incremental District (TID) No. 14, following a public hearing and review of planning documents. The board approved the creation 5-0 and appointed Kami Lynch as Public Member (4-0, 1 abstention). The board also approved minutes from its May 13, 2026 meeting (4-0, 1 abstention) and reviewed 2025 annual reports for TIDs 3, 8, 9, 10, 11, and 12.
Safety and Licensing Committee
On July 22, the Safety and Licensing Committee held Resolution #9-R-26 on automated license plate readers and mass surveillance technologies until September 9, 2026, voting 5-0. The committee recommended denial of a Commercial Solicitation License for Fox Pest Control (5-0) and approved a Temporary Class 'B' Beer and Wine License for Creative Downtown Appleton Inc. (5-0).

Appleton council approves Thrivent mixed-use development and fire-station land option; committees advance noise data, lead line financing, and plats
The Appleton Common Council approved a development agreement with Thrivent Financial and North Meadows Investment Ltd. for a mixed-use project in Tax Increment Financing District No. 14, voting 9-1 on July 15. The same 9-1 vote carried related consolidated actions for the district, the North Meadows Cost Reimbursement Agreement, and an option agreement to purchase vacant land near Evergreen Drive and Meade Street for $1.00 for a future northside fire station site. The council also denied a special event application for Rahb Kettleson (12-0) and approved a Veterans Memorial Concept Plan (12-0).
Finance and development actions
The Finance Committee voted 3-1 on July 6 to recommend a $395,500 budget amendment for the North Meadows Investment LTD Cost Reimbursement Agreement Amendment #2, which now goes to the full Council. The Community Development Committee on July 8 recommended the Thrivent development agreement, a second reimbursement amendment raising the escrow deposit ceiling to $630,668.75, and the $1.00 land option for the fire station site. Each of those votes was 3 Aye, 2 Excused.
Lead service line financing
The Utilities Committee voted 4-0 on July 7 to recommend adoption of Ordinance Section 20-45, which establishes financing and special charges for homeowners replacing private lead water service lines. Members also discussed a first amendment to a WDNR grant agreement supporting community outreach on the lead service line replacement program.
Land use and plats
The City Plan Commission voted 5-0 on July 8 to recommend approval of three residential plats: the Foxport Extraterritorial Final Plat, the Canyon Ridge Preliminary Plat, and the Stone Ridge Estates West Final Plat. Commissioners also discussed land acquisition for a Northside fire station but took no formal action. The Board of Zoning Appeals on July 13 recommended approval of a zoning variance for an accessory building at 72 Garden Court (4-1, with one abstention) and elected Paul McCann as chair (4-0) and Scott Engstrom as vice chair (4-0).
Noise, licensing, and public safety
The Board of Health and the Safety and Licensing Committee both took up Resolution 8-R-26 on excessive vehicular noise data collection on July 8; minutes for those meetings have not yet been published. Community Development Committee backs Thrivent mixed-use project
On July 8, the Community Development Committee recommended three items to the full City Council related to a mixed-use development in Tax Increment Financing District No. 14. Members voted 3 Aye, 2 Excused to recommend a development agreement with Thrivent Financial, a second amendment to a reimbursement agreement adding $395,500 and raising an escrow deposit ceiling to $630,668.75, and an option agreement to purchase vacant land near Evergreen Drive and Meade Street for $1.00 for a future northside fire station site.

Appleton's Finance Committee recommended accepting a $404,250 Safe Drinking Water Loan Program loan — with 50% principal forgiveness — to replace private lead service lines, the most consequential action among recent committee meetings. The recommendation passed 3-0 on June 22.
Finance Committee
