Appleton committees advance $404K lead line replacement loan, end Flock camera use

Appleton's Finance Committee recommended accepting a $404,250 Safe Drinking Water Loan Program loan — with 50% principal forgiveness — to replace private lead service lines, the most consequential action among recent committee meetings. The recommendation passed 3-0 on June 22.

Finance Committee

The committee also recommended awarding a $212,790 caulking contract for the police department (3-0) and rejecting a $347,720 storm sewer bid (3-0). Members recommended approving the related budget amendment and a resolution authorizing the mayor to execute the loan agreement, both on 3-0 votes.

Safety and Licensing Committee

On June 24, the committee recommended ending Flock camera use (4-0) and approved Resolution #9-R-26, which establishes public oversight for automated license plate readers and mass surveillance technologies (4-0). Parks and Recreation Committee

The committee approved the Veterans Memorial Concept Plan (4-0), an alcohol sales extension for Mile of Music (4-0), and a private special event permit for U.S. Venture (4-0). All votes were 4-0 with one member excused. Minutes from the June 8, 2026 meeting were also approved.

Municipal Services Committee

The committee held a design hearing for the 2028 Paving Reconstruction Project on Franklin Street. No substantive votes or policy decisions were made. Members approved minutes from the June 8, 2026 meeting (3-0).

Fox Cities Transit Commission

The commission approved the May 2026 payment report and recommended the award for a wireless equipment and data plan, both by voice vote. Members also reviewed May financial and ridership reports and approved May 26, 2026 meeting minutes by voice vote.

Appleton Public Arts Committee

The July 1 meeting was cancelled due to a lack of quorum. The agenda had included a potential peace pole installation at Ellen Kort Peace Park on W. Water Street and the election of a new Vice Chair.
