Grandview roundup: Street bond votes, childcare permit hearing set for August 3 council meeting
Grandview residents have a busy week ahead, with the City Council scheduled to vote on more than $250,000 in bond-funded street and water/sewer projects on August 3. Minutes from the Planning and Zoning Commission and Capital Improvement Advisory Committee meetings held July 30 have not yet been published, so outcomes from those sessions are not yet available.
Street and utility bond expenditures on council agenda
The City Council is scheduled to vote August 3 on two Street Bond Fund expenditures for roadway improvements, both awarded to Jay Mills Contracting, Inc.: $56,044.80 for 7th Street and $96,344.40 for Carroll Street. The council will also consider a $100,163.75 Water and Sewer Bond Fund expenditure for a Vactor RamJet 4018-750 Trailer Mounted High Pressure Jetting Unit from Kinloch Equipment & Supply.
The Capital Improvement Advisory Committee had been scheduled to recommend those same street projects, along with $49,601.00 for W. MacFarland Street improvements and $32,022.20 for Short Street improvements, also via Jay Mills Contracting, Inc. Whether the committee advanced those recommendations is not yet known; minutes from the July 30 meeting have not been published.
Childcare facility permit and rezoning hearings
Two public hearings are set for August 3 regarding land use. The first concerns a Specific Use Permit for a childcare facility at 304 E. Criner Street, including site plan and outdoor play area variances. The property is currently zoned Light Commercial (C-1). The Planning and Zoning Commission held its hearing on July 30 at 5:30 PM at Grandview City Hall, 1100 McDuff Avenue; the City Council hearing follows at 6:00 PM on August 3.
The second hearing addresses rezoning property at 205 Inez Hardy Way from Two-Family (IF) and Single-Family 2 (SF-2) to a Planned Development (PD) District.
Economic development discussions continue
The Planning and Zoning Commission was scheduled to hold executive sessions July 30 on three economic development projects: "A Pirate's Vision," "Knocking Neighbors," and "Raging Rapids." Outcomes are not yet available.
The City Council has a separate special meeting August 3 for executive sessions on closed-door negotiations for two of those projects — Raging Rapids and Knocking Neighbors — plus a real-property matter at 700 E. College. No reports or presentations are scheduled for that special meeting.
City Park Stage guidelines and budget process
The Planning and Zoning Commission was also set to discuss operation, rental fees, and maintenance guidelines for the City Park Stage on July 30. Results are pending.
Per the city's monthly newsletter, the FY 2026–2027 budget process workshops are ongoing. TxDOT has awarded the construction contract for the Red Brick Road Project. Candidate filing for City Council Places 1, 3, and 5 is open until August 17, 2026, ahead of the November 3 election.
