Laguna Niguel roundup: City Council to vote on $2.78M traffic signal contract; recent meetings await minutes
Laguna Niguel's City Council is set to vote July 21 on a $2,783,643 construction contract for the Alicia Parkway Regional Traffic Signal Synchronization Program — the largest dollar item on the city's upcoming agenda. The meeting also includes a $2 million professional-services agreement for La Paz Road mobility enhancements and a public hearing on recodifying the municipal code.
City Council — July 21
The council will consider awarding a $2,783,643 construction contract to Elecnor Belco Electric for the Alicia Parkway traffic-signal synchronization project, with change-order authority up to $278,365. A second contract on the agenda would award $2,009,380 to Mark Thomas & Company for La Paz Road Mobility Enhancements and Permanent Repair, with a $301,407 contingency.
The council will also vote on a $273,075-per-year vendor services agreement with American Guard Services for crossing-guard services covering fiscal years 2026–27 through 2028–29, with a $54,615 annual contingency.
A public hearing is scheduled on Ordinance No. 2026-1240 to comprehensively recodify the Laguna Niguel Municipal Code. The council will also consider Resolution No. 2026-1535, which would set new fees for sidewalk vending permits and commercial vending vehicle permits.
Consent-calendar items include warrants, payroll, and an investment report. Council and city-manager reports round out the agenda.
Planning Commission — July 14
The Planning Commission held a public hearing on Site Development Permit Amendment SP11-01A03 for a 6-foot wall and chain-link fence at 20 Old Ranch Road. The commission also conducted a workshop on Conditional Use Permit CUP24-1007 for a preschool at 29882 Golden Lantern — identified as Scholarshine Montessori — with no formal action expected on that item. Minutes from the May 12, 2026 meeting were also on the agenda. Minutes for the July 14 meeting have not yet been published, so outcomes of the public hearing are not yet confirmed.
Parks, Recreation, and Senior Commission — July 13
The commission was scheduled to approve minutes from its June 8 meeting and receive and file three reports: Independence Day celebrations at Crown Valley Park, the 2026 Senior Games summary, and a status update on parks and recreation events, programs, facility rentals, and senior services. Minutes have not yet been published.
City Council — July 7
The regular City Council meeting scheduled for July 7 was cancelled. The next regular meeting was moved to July 21.
Military Support Committee — July 20
The committee will review a Foundation Financial Report showing total assets of $53,307.64 as of June 30, 2026. Members will hear reports from the 15th Marine Regiment, USS Stockdale, and 1st Assault Helicopter Battalion. Fundraising discussion will cover BBQ Cook-Off results and an October event, along with sub-committee reports on the July 4th Celebration, car washes, and Sea Country Festival. The committee will also review minutes from its June 15 meeting.
