Plano Plan Commission to take up Plano Skies solar farm July 6; June 22 council agendas await minutes

Plano's Plan Commission and Zoning Board of Appeals meet Monday, July 6, to continue public hearings on the proposed Plano Skies Energy Center, a large-scale solar farm that would bring more than 1,000 acres into the city and rezone numerous parcels along Miller Road and Rock Creek Road.

Plano Skies solar farm hearing continues

The July 6 agenda lists several actions tied to the Plano Skies Energy Center. The commission will consider rezoning parcels along Miller Road and Rock Creek Road from R-5, B-5, and R-8 PUD districts to A-1 Agricultural for the solar farm. It will also weigh annexing more than 1,000 acres from 10 parcels into Plano, including properties on Sears Road, Galena Road, and Rock Creek Road.

A special use permit is proposed for a ground-mounted solar farm energy system on approximately 1,500 acres. Two variations are also on the table: one to install screening berms only in select portions of the property perimeter rather than the entire perimeter, and another to allow filing of decommissioning financial surety at the building permit application stage rather than before special use permit issuance.

These items are listed on the upcoming agenda; no decision has been recorded yet.

June 22 City Council agenda: truck purchase, litigation

The City Council's June 22 agenda included a proposed purchase of one GMC Sierra 1500 and two GMC Canyons for $135,000 from Darcy Buick-GMC. Also listed were vendor payments totaling $147,177.35, the April 2026 wage report of $406,246.65, and the April 2026 sales tax report of $244,092.87. The council planned to enter closed session under ILCS 120/2(C)(11) to discuss pending or imminent litigation.

Minutes for this meeting have not yet been published, so it is not confirmed which items were approved.

June 22 Committee of the Whole: dump truck body

The Committee of the Whole was scheduled to discuss a contract with Monroe Truck Equipment of Joliet not to exceed $46,074.35 for purchase and installation of a replacement dump body for a city dump truck. Minutes are not yet published.

June 22 Finance Committee: vendor payments and wages

The Finance Committee agenda listed two vendor payment runs — $104,810.32 and $42,367.03 — plus the April 2026 wage report of $406,246.65. As with the other June 22 meetings, minutes have not been published, so final action is not confirmed.
