Cleveland council to weigh impact fees, budget; recent meetings set agendas
The Cleveland City Council will consider new water and wastewater impact fees and the proposed 2026-2027 budget at its Aug. 18 meeting. Recent meetings of the Economic Development Corporation, City Council, and Zoning Board of Adjustments were held, but minutes have not yet been published, so no decisions are recorded from those sessions.
Economic Development Corporation (Aug. 4)
The EDC met to consider several items, including a resolution to authorize the purchase of Lots 11-13, Block 1, original Town of Cleveland for up to $245,500. The board also discussed a possible recommendation to City Council on the FY 2026-2027 EDC budget, and discussed amending the Target Industries Analysis to remove "Data Centers." A public hearing was held on the designation of projects for the FY 2026-2027 Annual Budget. The consent agenda included June 2026 financials and the quarterly investment report.
City Council special meeting (Aug. 8)
A special called meeting of the City Council had one substantive item: discussion and possible action on the appointment of boards and commissions. The remainder of the agenda was procedural, including call to order, invocation, roll call, and public comments.
City Council budget workshop (Aug. 8)
The council held a workshop to review and discuss the proposed 2026-2027 budget. No votes or decisions were scheduled. The agenda included a taxpayer impact statement noting that tax rate calculations and estimated property tax bills are not yet finalized and will be updated once the Truth-in-Taxation worksheet is certified. Median homestead values were listed as $200,284 for FY 2026 and $197,145 for FY 2027. The proposed tax rate and no-new-revenue tax rate are to be determined. The estimated annual tax bill for the current fiscal year is $1,261.79 at a rate of $0.63 per $100 valuation.
Zoning Board of Adjustments (Aug. 13)
The Zoning Board of Adjustments held public hearings and considered action on three variance requests: 818 Lamar St (reduce side yard setbacks for single-family home reconstruction), 1010 Green Ave (reduce front yard and street setbacks for a townhome/triplex project), and 810 N. Washington Ave (reduce setbacks and buffer yard for commercial structure expansion). The board also heard five substandard structure cases: 209 E 1st, 700 Clay St, 307 Angel St, 105 1/2 S Franklin Ave, and 212 Hickory St. The board was scheduled to elect a chairman.
Coming up: City Council meeting Aug. 18
The City Council will hold a public hearing and consider adopting new water and wastewater impact fees totaling $3,505 per service unit ($1,919 water + $1,586 wastewater). The council will also consider a resolution adopting a proposed not-to-exceed tax rate for FY2026 (record vote), a first reading of a resolution approving the FY2026-2027 EDC budget and projects, and a resolution authorizing the Cleveland EDC "Real Property Acquisition Project." The agenda also includes approval of the final plat for Pine Bend Section Two, Lots 6 & 7, Block 2 (0.801 acres).
