Cold Spring declares and rescinds Stage 2 water emergency; Board takes up fence contract and street closure

Cold Spring's Board of Trustees declared a Stage 2 Water Emergency on July 8 after heavy rain caused high turbidity in surface reservoirs, then scheduled an emergency session two days later to rescind it.

The emergency declaration, adopted on a 3-0-0-2 vote, immediately restricted outdoor watering, exterior washing, and pool filling for all village water users. Board of Trustees — July 8 regular business

The Board's July 8 agenda included several action items. The street closure on Church Street from the firehouse to Main Street was slated for the Junior Fire Academy graduation ceremony on July 31, 2026, from 3:30 to 8:30 PM.

The Board was set to accept WBE Fence Co., Inc.'s $16,800 base bid for chain-link fence replacement at the Wastewater Treatment Plant.

The Board will review exterior modification applications for 8 Garden Street (window and door replacement, porch enclosure), 4 Stone Street (historic barn window and door replacement), 64 Paulding Avenue (4-foot fence and gate along the front of the property), and 20 Parsonage Street (roof-mounted solar array with related panels and inverter). The Board will also address replacement of east-facade windows at 159–163 Main Street that were installed without HDRB approval. Board business includes reviewing minutes, considering a resignation, and receiving committee updates.

Board of Trustees — July 22, 2026. The Board will consider resolutions for WQIP land acquisition for source water protection, engagement of Carlin-Simpson & Associates as geotechnical engineers for the Lunn Terrace rock wall, and a shared services agreement with NYSDOT for Lunn Terrace barriers. Members will also discuss a revised fee schedule and a Harriet Tubman Underground Railroad New York Scenic Byway nomination.
