Dallas ISD board agendas include tax rates, bond financing, tech contracts
The Dallas ISD Board of Trustees has three meetings on Aug. 13 on the record, but no minutes have been published, so no decisions have been confirmed. The agendas propose major financial actions: a new administrative facility financed through lease-revenue bonds, adoption of the 2026-27 tax rates, and up to $26.5 million in technology contracts. A follow-up board meeting is scheduled for Aug. 27 to take up similar items.

The board considered a single action item: approving a real estate purchase contract assignment, a lease-purchase agreement, and related financing documents for a new administrative services facility. The financing would be through lease revenue bonds issued by the Dallas ISD Public Facility Corporation. The agenda also included a closed session for legal, real estate, and personnel matters.
Aug. 13 Public Facility Corporation meeting
The Dallas ISD Public Facility Corporation, a separate body, met to consider a resolution accepting the assignment of the real estate purchase contract from Dallas ISD, executing a lease purchase contract, and issuing bonds (Series 2026A and 2026B). The resolution would also delegate authority to the Superintendent to finalize bond terms. A closed session was scheduled under Texas Government Code sections covering litigation, real property, and personnel.

The board briefing agenda included adopting the 2026-2027 tax rates: a maintenance and operations (M&O) rate of $0.733700 per $100 valuation and an interest and sinking (I&S) rate of $0.252035. The I&S rate exceeds the statutory minimum debt service rate of $0.215964. The board also considered authorizing up to $10 million for Google products and services over five years, up to $12 million for general software products and services over three years, and up to $4.5 million for cell phone-free devices or pouches over three years. Public comments were limited to registered speakers.
Upcoming Aug. 27 board meeting
The next regular board meeting will consider the same 2026-27 tax rates (M&O $0.733700, I&S $0.252035) and a resolution to defease and redeem certain outstanding obligations. The consent agenda includes the cell phone-free device authorization ($4.5 million), Google products ($10 million), and a $3.38 million renovation for J.P. Starks Math, Science and Technology Vanguard. Public forum and a closed session are scheduled.
