Escondido school board to consider $500K special-ed legal contract, $300K trauma services pact
The Escondido Union School District Board of Education will consider a $500,000 contract for special education legal services and a $300,000 agreement for trauma services at its regular meeting on Aug. 13. The items are on the agenda; no votes have been taken yet. The board also will weigh a student accident insurance policy and a contract for family literacy nights.
Board of Education regular meeting (Aug. 13)
The board's agenda includes several consent items, which are typically approved as a group unless a member pulls one for discussion. The most significant are:
- **Special education legal services** – Agreement with Harbottle Law Group, estimated $500,000 from Special Education funds.
- **Trauma services** – Master contract with Chaddock Attachment and Trauma Services for education and extended school year services, $300,000 from Special Education funds.
- **Student accident insurance** – With Philadelphia Indemnity Insurance Company for 2026-2027, $16,933 from General Funds.
- **Family literacy nights** – Agreement with Mosaic Theatricals for up to 7 events at elementary schools, not to exceed $66,300 from the 21st CCLC grant.
- **Risk management** – Resolution 2026-27-01 designating authorized representatives to the San Diego County Schools Risk Management JPA.

Independent Citizens' Oversight Committee (Aug. 20)
The oversight committee, which monitors bond-funded construction, will meet to review project status, contract hard costs, and financial reports. The committee also plans to appoint two members: Brendan Nailon as Active Business Person Representative and a Tax Payers Association Representative. A new application from Joe Wulff will be considered. The committee will discuss its annual presentation to the school board. This is an agenda-only item; no minutes are available yet.
Personnel Commission (Aug. 20)
The Personnel Commission will meet to approve the July 16, 2026 meeting minutes, consent items (activity report for July 2026, temporary assignment report, and personnel orders 2026-27-1 and 2026-27-2), and an amended schedule of 2026 meeting dates. Public comments are limited to 3 minutes per person, and no action will be taken on non-agendized topics. This is also an agenda-only meeting.
