Fontana school board weighs developer fee hike, crossing guard contract

The Fontana Unified School District Board of Education met twice in the past two weeks, taking up a proposed increase in developer fees, a month-to-month crossing guard contract, and contracts for school inspection and roofing work. Minutes have not yet been published for any of the meetings, so the outcomes of these items are not yet known.

Developer fee increase

At its Aug. 5 regular meeting, the board was scheduled to hold a public hearing and vote on Resolution No. 26-31, which would raise Level 1 developer fees for new residential and commercial construction. The proposed rates are $5.38 per square foot for residential development and $0.87 per square foot for commercial and industrial development. The agenda also included a second reading and adoption of revised Board Policy 1330 on the use of school facilities.

Crossing guard contract

At a July 29 work/study session, the board discussed a proposed month-to-month agreement with All City Management Services, Inc. for crossing guard services through Dec. 18, 2026. The total estimated contract amount is $1,495,260, with the district portion listed at $747,630. The hourly rate for crossing guard services would be $35.50. The month-to-month arrangement was proposed to allow time for a competitive bidding process.

School inspection and roofing contracts

The Aug. 5 agenda included a consent calendar with a $474,840 contract with Cremo Inspection Services for DSA inspection of new Elementary School No. 37 at Duncan Canyon Road and Cypress Avenue. Also on the consent calendar was an amendment to a Rite-Way Roof Corporation contract, increasing roofing work by $300,000 to a new total of $1,500,000. The board also considered notices of completion and release of retention for projects at Allegiance Steam Academy ($3,709.50), Primrose Elementary School ($670), and multiple electrical projects.

Closed sessions

Both the July 29 work/study session and the Aug. 5 regular meeting included closed sessions. The July 29 session covered personnel matters and the selection of a superintendent search firm. The Aug. 5 closed session included anticipated litigation, labor negotiations with three employee organizations, and personnel matters including a superintendent search firm. A separate Aug. 5 work/study session also included a closed session on the superintendent search firm selection.
