Floresville's City Council and Planning and Zoning Commission met three times between Oct. 1 and Oct. 5, 2026, but minutes from those meetings have not been published. The agendas show what each body was scheduled to consider. They do not establish what was decided, and the records provided contain no vote tallies.
Budget and tax rate
On Oct. 2, the City Council held a special meeting at 6:00 PM at City Hall, 1120 D Street, to take up two items presented by the Finance Director.
Resolution No. 2026-019 would ratify a no new property tax rate and the City's adopted Fiscal Year 2026-2027 Budget reflecting that rate. Ordinance No. 2026-024 would ratify the no new tax rate and levy ad valorem taxes for Fiscal Year 2026-2027. Both items included citizen comment.
The agenda also listed public comments, limited to 5 minutes per individual, and a possible closed session under Texas Open Meetings Act sections 551.071, .072, .073, .074, .076, .084, .086, .087 and .088.
Water and sewer rates, conservation plan
On Oct. 1, the council met in special session at 6:00 PM at City Hall. Two action items, both brought by the City Manager, were listed: authorizing temporary adjustments to water and sewer rates for up to 90 days, including payment plans and discounts for secondary water meters, and enacting Phases One and Two of the City of Floresville Water Conservation Plan.
Public comments were limited to 5 minutes per individual, with no action allowed on non-agenda items. The notice stated the council could convene in closed session on posted items under Texas Open Meetings Act sections 551.071 through 551.088. City Secretary Evelyn Garcia posted the meeting notice on Sept. 25, 2026.
Highway 181 rezoning and Jalou Plat
On Oct. 5, the Planning and Zoning Commission met at 6:00 PM at City Hall. It was scheduled to hold a public hearing and then consider action on a request to rezone an unzoned area at 1609 US Highway 181 N to "C" Commercial; the action item describes an unzoned 4-acre tract at the same address.
The commission was also set to consider the preliminary Jalou Plat, covering 7.119 acres out of a 123.07-acre tract in the Heirs of Simon Arocha and Juan de Arocha Survey, Abstract 1, and to vote on minutes from its Sept. 2, 2026 meeting.
