Fort Collins agendas: Strauss Lakes annexation, $2M housing loan and NISP water membership — no outcomes yet published
Fort Collins City Council and three other public bodies were scheduled to take up land-use, water and housing-finance items over the past two weeks, according to the agendas for those meetings. Minutes for all six meetings had not been published as of Oct. 26, so no votes, outcomes or final figures are established by the records available. Everything below is what was listed for discussion or decision.
Strauss Lakes: 147.499 acres at Ziegler and Horsetooth
The City Council's Oct. 20 agenda listed a vote on annexation and zoning of 147.499 acres at Ziegler Road and East Horsetooth Road, identified as the Strauss Lakes property. The same agenda listed decisions on pedestrian and intersection safety projects and updates to affordable housing land use codes.
Infrastructure appropriations on the same agenda
Four appropriations were listed for Council action:
- $1,003,544 for the Pedestrian Intersection Improvements project
- $1,549,760 for the Lemay and Drake Intersection Improvements project
- $935,499 for Northern Colorado Regional Airport Runway 15/33 Widening
- $2,666,024 in CDOT grant revenue for the SB230 Formula Program
An appropriation is a spending authorization. The agenda does not establish that any of this money has been spent.
Water: NISP membership and the Halligan permit
The Water Utility Enterprise Board's Oct. 20 agenda listed Resolution No. 012, which would authorize the Mayor to execute agreements to join the Northern Integrated Supply Project (NISP). The proposal includes storing some of the City's water rights in Glade Reservoir and withdrawing the Section 404 Clean Water Act permit application for the Halligan Project.
Urban Renewal Authority: $2 million housing loan and 2027 budget
The Urban Renewal Authority Board's Oct. 22 agenda listed:
- Resolution No. 171: a proposed $2 million loan for a 112-unit income-restricted housing project between Bristlecone Drive and Red Cedar Circle
- Resolution No. 172: a proposed $250,000 supplemental budget for the acquisition and maintenance of 1630 North College Avenue
- Resolution No. 173: adoption of the 2027 Budget with an original appropriation of $10,241,297
- A proposed $700,000 budget revision request for the approved Stormwater project
North College redevelopment framework
A separate URA work session the same day was to review the North College redevelopment area, including a proposed Good Neighbor Coalition Charter and Framework, redevelopment opportunities at 1636 North College and related superblocks, and a financial update on the North College Urban Renewal Plan and Tax Increment Financing (TIF) collection.
Budget direction and election code
Council held work session #3 on the 2027-2028 Recommended Budget on Oct. 13, with staff follow-up information and direction sought on changes for the Adopted Budget, along with a 2026-2027 Council Priority update. The Election Code Committee met Oct. 23 to consider proposed election-related code changes and to review minutes from its Sept. 18, 2026, meeting.
Coming up
