Fruitland Council adopts fee changes, emergency cost recovery; budget hearing set for Aug. 24
The Fruitland City Council on Aug. 10 adopted a package of fee changes and fire-safety ordinances, including a new emergency-response cost recovery program and a $45 inspection fee for mobile food vehicles. The council also tabled a proposed rule that would have allowed certain signs in residential zones with a conditional use permit.
Fee schedule and fire ordinances
Council members approved Resolution No. 2026-07, updating the city’s Master Fee Schedule effective Sept. 1, 2026. The resolution adds new fees for meter installation, alcohol licenses, pawnbrokers, water-field service, meter access, and Fire Department services, and removes the reduced water rate for unoccupied structures. It also changes existing fees for utilities, delinquency, yard sales, false alarms, VIN inspections, capacity, hookups, service lines, and building-permit valuations.
In separate actions, the council adopted:
- Ordinance No. 728, addressing false fire alarms.
- Ordinance No. 729, covering mobile food vehicle inspections, which includes a $45 inspection fee.
- Ordinance No. 730, establishing an emergency response cost recovery program and an agreement with Fire Recovery USA.
- Ordinance No. 731, addressing water meter access and unoccupied-structure fees.
The council tabled Ordinance No. 727, which would have allowed certain signs in residential zones with a conditional use permit. No vote was reported on that item.
Other business
The council also approved new rules on trees in rights-of-way and open burning, according to the meeting summary. It continued discussion on a sidewalk waiver request for 304 S. Minnesota Ave. No decision was reported.
Planning & Zoning
The Planning & Zoning Commission met Aug. 11 to consider a development agreement for Dickinson Frozen Foods Inc. on property east of 600 NW 21st Street and the Farmers Co-op Canal, a conditional use permit for a 9-foot privacy screen at 1106 Partridge Street, and proposed code amendments on multi-family development and parking standards. Minutes have not yet been published, so no decisions are available.

The City Council meets today, Aug. 24, at 7 p.m. at Fruitland City Hall. The agenda includes:
- A public hearing on the fiscal year 2026-2027 budget and Ordinance No. 734 for appropriations.
- Special event permits for the Fruitland Chamber of Commerce’s Family Fun Day (Sept. 12), the Fruitland High School Band’s Marching Invitational (Oct. 19), the Women’s Bazaar (Oct. 24-25), and Trunk or Treat (Oct. 31).
- Continued discussion on the sidewalk waiver request for 304 S. Minnesota Avenue.
- The treasurer’s July 2026 financial report.
- An executive session on potential litigation under Idaho Code 74-206(1)(f).
