Genesee County committees weigh $11.7M Head Start agreement, $6.4M jail repairs
Genesee County officials considered a packed agenda on July 15, with multiple committees reviewing major funding proposals, including an $11.7 million Head Start agreement and $6.4 million in masonry repairs for county buildings. Human Services Committee
The committee reviewed a proposed agreement with OLHSA for the 2026-2027 Head Start Program, not to exceed $11,702,202.00. Other items included a $1,115,923.00 agreement with VAAA for Home Delivered and Congregate Meal programs, a proposed 5% increase for 17 senior millage-funded senior centers for FYE 2027, a $33,500.00 WRAP grant for water utility arrearage assistance, and up to $20,000.00 for Mid-Michigan Honor Flights via the Department of Veteran Services.
Public Works Committee
The committee considered a $6.4 million agreement with Spartan Construction for masonry repairs at the Genesee County Jail and Circuit Courthouse, funded from capital improvement funds. Also on the agenda was a $400,000 grant from the Ruth Mott Foundation for the North Flint Public Safety Strategy 2026 through Keep Genesee County Beautiful, a $131,000 five-year agreement with Logicalis for immutable storage, a $200,000 purchase order for Halloween supplies at Crossroads Village Ghosts & Goodies Program, and a $140,000 increase (revised total $250,000) for computer-related items.
Community & Economic Development Committee
Committee members reviewed a $3,500,000.00 grant award from the C. S. Mott Foundation for the Genesee County Legacy Trail System. The agenda also included cooperation agreements with participating municipalities for CDBG funding for fiscal years 2027 through 2029 and the 2025 Consolidated Annual Performance Evaluation Report (CAPER).
Finance Committee
The Finance Committee considered a $724,450 grant from the Health Resources and Services Administration for the Healthy Start Program in the Health Department. Other items included a $30,000 amendment for additional medical examiner scene investigation services, purchase orders to Motorola Solutions up to $10,000 for vehicle camera parts, a purchase order to Oliver Packaging up to $17,100 for packaging supplies, and a request to place an animal care millage renewal question on the November 2026 ballot.
Governmental Operations Committee
The committee was set to vote on a $155,612 purchase of a Virage Truck Driving Simulator for the Genesee County Jail's IGNITE workforce development program, funded by a GIVE grant. Additional items included a $118,000 annual subscription for PROSECUTORbyKARPEL software, a $28,700 grant from Michigan DNR for the 2026 Marine Safety Program, and an MOU with the Michigan Drone Association for a drone detection sensor on the county administration building. The committee also planned to reconsider resolutions for several July observances, including French-American Heritage Month, Nuclear Family Month, the ADA anniversary, and the 250th anniversary of the United States.
Board of County Commissioners
The Board held a special meeting that included a closed session to discuss a written legal opinion, followed by consideration of the Otisville Solar Project (Resolution 26-479).
