Carroll County boards set packed agendas on solar, housing, $9.6M waste contract; outcomes pending

Board of County Commissioners — July 23
The commissioners' open session agenda included several large-dollar items:
- Renewal of waste transfer and disposal services with Republic Services Modern Landfill for **$9,581,000**.
- Purchase of property at **1590 Homeland Drive** for **$590,000** to support Ridenour Way.
- Contract award to **MJ Double K Farms, LLC** for **$102,440** for Gillis Falls Road pipe and headwall replacement.
- Purchase of **$64,669.01** in courthouse security upgrades from **Marathon Technology Services, Inc.**

Board of County Commissioners — July 30
A second commissioners session scheduled a public hearing on proposed amendments to Chapter 150, Forest Conservation, and a vote on a $189,009.77 change order for engineering services at the Hampstead Wastewater Treatment Plant. Discussion items included age-restricted communities and homes regulations, cluster subdivision amendments in residential and historic zoning districts, and accessory dwelling unit (ADU) regulations under state HB 1466.
Planning and Zoning Commission — July 21 and July 29
The commission met twice. The July 21 agenda listed concept site plans for 31 age-restricted senior villas at 950 Johnsville Road and a 5 MW Doss Garland Solar Farm south of Doss Garland Road, plus a 60-day review of the Taneytown Comprehensive Plan Update and text amendments for ADUs, cluster subdivisions, and retirement homes in the Freedom area.
The July 29 agenda listed a decision on comments for the Taneytown Comprehensive Plan Update 60 Day Review, introduction of deferral code changes for self-service storage facilities, introduction of a Freedom Small Area Plan Amendment regarding commercial core land use at MD 26 and MD 32, and discussion of a possible overlay zoning district for the Freedom area.
Board of Zoning Appeals — July 28
Three zoning cases were on the agenda:
