Laguna Woods boards review proposed assessment increases for 2027
The most consequential item on recent Laguna Woods meeting agendas is the proposed 13% increase in the United Laguna Woods Mutual assessment for 2027, which would raise the monthly basic assessment to $933.94 per manor. The board reviewed the plan at a special open meeting Aug. 10 and may provide direction before the final plan is presented in September. Separately, the Golden Rain Foundation is reviewing a 20% increase to $314.29 per month. All meetings listed below were agenda-only; minutes have not yet been published, so no final decisions have been made.
Budget proposals
United Laguna Woods Mutual – At the Aug. 10 special meeting, the board reviewed Version 3 of the proposed 2027 Business Plan. The total basic assessment would rise by $107.16 (13%) to $933.94 per manor per month. The United Basic Assessment would increase by $54.79 (9.7%) to $619.65. The Reserve Fund contribution would increase by $2,000,000 to $249.48 per month, and the Contingency Fund contribution would rise from $3.00 to $9.00 per month. Water costs are projected to decrease by $245,825, and property insurance by $86,996.
Golden Rain Foundation – At its Aug. 3 meeting, the board reviewed Version 3 of the 2027 Business Plan and Capital Plan. The proposed monthly assessment increase is $52.37 (20%) to $314.29 per manor, driven by the transition to Ting Fiber internet/TV (adding $4.83 million in costs, or $31.60 per month) and higher insurance costs (up $746,069 due to auto liability premiums). The capital plan was reduced by $1.4 million to $13.14 million, with $4 million allocated for replacing Building E.
Other board actions
United Laguna Woods Mutual – At its regular Aug. 6 meeting, the board considered approving an update to the washing machine fee (28-day notification satisfied), revising Standard 7 on satellite dishes and Standard 35 on solar panels (both initial notifications), and adding Ting Fiber installation to the pre-sale inspection check. The consent calendar included recording liens against six member IDs and denying tree removal requests at 90-C Calle Aragon, 106-A Via Estrada, and 2148-D Ronda Granada.
Golden Rain Foundation – At its Aug. 4 meeting, the board considered approving a schedule of traffic monetary penalties, amendments to the Recreation and Special Events Department Policy, establishing an Energy Committee as a standing committee, and authorizing a request for proposals for solar panel system design at Maintenance Center Building D. It also discussed external promotional opportunities for Laguna Woods Village.

Third Laguna Hills Mutual – The Maintenance and Construction Committee (Aug. 3) reviewed an update on the completed Shepherd's Crook project, a cost estimate for new parking at CDS 344 (3434 Bahia Blanca West), and a supplemental appropriation for emergency roof repairs. The Finance Committee (Aug. 4) reviewed June 30, 2026 financial statements showing $1.931 million excess revenue over expenses ($2.213 million favorable to budget), a year-end forecast, an operating surplus transfer, and a laundry revenue fee review. The Landscape Committee (Aug. 6) considered a tree removal request for property 3486-3G.
Golden Rain Foundation – The Mobility and Vehicles Committee (Aug. 5) discussed a ridership update and a demonstration of potential software for the Journey service. The Community Activities Committee (Aug. 7) discussed strobe lights in GRF facilities, a donation from the CNC & 3D Printing Club, a resident request for a video switcher at the Performing Arts Center, and a supplemental appropriation for a golf course debris blower. The Maintenance and Construction Committee (Aug. 10) considered supplemental funding for CH1 gym lighting replacements and an update on golf cart path repairs.
