Mount Pleasant Plan Commission advances substation, ambulance depot, and dozens of land-use items
The Mount Pleasant Plan Commission approved a 12-acre electrical substation site plan for American Transmission Company and a Bell Ambulance depot at 930 Renaissance Boulevard during its July 15 meeting cycle, part of a large batch of land-use decisions forwarded to the Village Board.
Substation and ambulance depot approved
The commission approved site plan SP-24-27 for the American Transmission Company substation on a 7-0 voice vote. It also approved site plan SP-24-126 for a Bell Ambulance depot at 930 Renaissance Boulevard, subject to conditions, on a 6-0 voice vote. The commission recommended a zoning map amendment (ZMA-25-01) for the same Renaissance Boulevard property to the Village Board, also 6-0.
Zoning amendments forwarded to Village Board
The commission recommended multiple zoning map amendments to the Village Board:
- South Green Bay Road ZMA-25-02, covering 34.28 acres (6-0 voice vote)
- Braun Road ZMA-25-005 for 7003 and 7222 Braun Road (6-0 voice vote)
- 5714 Braun Road ZMA-25-06, changing land from AG-2 to RM-1 (7-0 voice vote)
- 712 Newman Road ZMA-25-08 via Ordinance 13-2025 (6-0 voice vote)
- Washington Avenue parcels via Ordinance 14-2025, changing low-density residential to moderate-intensity commercial (4-0 voice vote)
- Two additional zoning amendments, ZMA-25-0003 and ZMA-25-0004 (4-0 each)

The commission recommended several plats and certified survey maps to the Village Board:
- Sanctuary at Pike River preliminary plat PSP-25-01 (5-1 voice vote)
- South Green Bay Road preliminary plat PSP-25-0001 (6-0)
- Yates Drive final plat SFP25-0001 (6-0)
- Krishna Grove final plat SFP25-0002 (6-0)
- Independence Road CSM-25-06 (5-0-1, one recusal)
- 702 S. Newman Road CSM-25-05, with sidewalk requirement waived (6-0)
- 1127 Prairie Drive CSM, subdividing into four lots with sidewalk requirement waived (6-0)
- 4216 Old Green Bay Road CSM for a senior living facility (6-0)
- Carrington Blvd/Kilbourn Dr CSM-25-111 (6-0)
- 1501 Meadowlane Ave CSM, removing sidewalk requirement on Meadow Lane (4-0)
- 6611 Spring St CSM (4-0) and 5312 Spring St CSM, subject to staff conditions (4-0)
- 5901 Durand Avenue CSM-25-03 and site plan SP-25-006 (6-0 each)
- 2702 and 2706 Chicory Road zoning change from C-4 to C-3 via Ordinance 11-2025 (5-0)
The commission also approved a certified survey map splitting a 0.38-acre parcel at 1625 Derby Avenue (7-0) and a consolidation at 13117 Spring Street (7-0).
Ordinance amendments recommended
The commission recommended several ordinance amendments to the Village Board, including sidewalk requirement amendments (Ordinance 17-2025, 6-0), residential district code amendments (Ordinance 19-2025, 6-0), commercial districts amendment (Ordinance 07-2025, 6-0), outdoor lighting amendment (Ordinance 08-2025, 6-0), residential districts amendment (Ordinance 09-2025, 6-0), and parking design amendment (Ordinance 12-2025, 6-0).
Village Board and Committee of the Whole — agendas only
Minutes have not yet been published for the July 10 Village Board and Committee of the Whole meetings. The Village Board agenda listed a Small Business Retention and Expansion presentation, a contract with McMahon Associates, Inc. for a Police Department organizational structure assessment, intent to purchase a MED unit for delivery in 2028, an E-Plan Exam contract renewal, and Budget Amendment Resolution 12-2026 regarding the 2026 General Fund and OPEB.
The Committee of the Whole agenda listed labor negotiations with South Shore Professional Firefighters Local 2939, bargaining with the Mount Pleasant Police Officers Association, 2026 budget parameters and borrowing, temporary alcohol beverage licenses for St. George Serbian Orthodox Church for August 1 and 2, and a service contract discussion with Kapur, Inc.
Utilities Commission — agenda only
The July 17 Utilities Commission agenda included a Stantec design proposal for Lower Lamparek Creek restoration as part of storm water drainage, plus review of 2027 proposed capital projects and the 2027-2031 Capital Improvement Plan for both storm water and sanitary sewer. No decisions were recorded prior to that meeting.
