Pittsburg City Council amends bridge budget, reduces vehicle contract; committees advance IT and consulting agreements
Pittsburg City Council approved a $500,000 increase to the PJ McArdle Roadway Bridge project and reduced a First Vehicle Services contract by $988,402.29 during its July 7 meeting, both passing 9-0. The same session included several personnel appointments and procedural items.
City Council — July 7
Council passed an extension of the Planning Commission deadline for Council Bill #2026-0609 on an 8-0 vote. It also approved two appointments: Karen Dixon as Assistant Chief of Administration of the Bureau of Police, and Zachary Workman as Deputy Director of the Department of Mobility and Infrastructure. A 90-day extension for the Acting Director of the Office of Management and Budget was approved.
Council adopted two proclamations: one honoring Dr. Anthony D. Hall, and another declaring July 1, 2026 as "Younger Brothers Bar Day."
Standing Committees — July 8
Standing committees gave affirmative recommendations to several resolutions that now move forward for full Council consideration:
- A LA28 Olympic/Paralympic event coordination agreement.
- A $95,440 IT support contract with ePlus Technology.
- A $58,283.18 payment to Dell Financial Services.
- A $520.00 increase to the Julota software subscription total.
- A $264,000 professional consulting agreement with Malady & Wooten.
- ALCOSAN diversion structures at 2200 Spring Garden Avenue.
The committees also approved various departmental invoices and P-Card reports.
Public Hearings — July 8 and July 9
The Committee on Hearings and Policy held a public hearing July 8 on Bill 2026-0518, which proposes establishing the East Carson Street Neighborhood Improvement District. The legislation would create a Neighborhood Improvement District Management Association, establish a separate account for project fund deposits and withdrawals, and review the ECSID Preliminary Plan and a list of benefited properties. Minutes from this hearing have not yet been published.
On July 9, the same committee held a public hearing on Bill 513, which would rezone three parcels on Kelly Street — 125-G-13, 125-G-14, and 125-G-15 — in the Homewood West neighborhood from Residential Single Unit Detached - Low Density (R1D-L) to Urban Industrial (UI). The ordinance would amend Section 902.03 of the Pittsburgh Zoning Code. Minutes have not yet been published.
City Council — July 14 (Agenda Only)
Council's July 14 meeting agenda included several high-dollar items still under review:
- Acceptance of $20 million over five years from Highmark Health for first responder resources.
- Acceptance of $25 million over five years from UPMC for EMS vehicles and equipment.
- Acceptance of $3 million over five years from Carnegie Mellon University for education and infrastructure.
- Historic site designation for Allegheny Arsenal Officers Quarters and Wall Segments.
- A contract with ePlus Technology, Inc. for IT support not to exceed $95,440.
