Greenfield Council to weigh 2027 Civil City Budget; Plan Commission to review Longhorn Steakhouse plan and Wilson Park rezone
Five Greenfield boards and commissions met during the week of Oct. 13, but as of Oct. 19 only agendas were available for those meetings — minutes have not been published. The records supplied therefore show what each body was scheduled to take up, not what it decided. No vote tallies and no dollar amounts appear in those records.
City Council: 2027 budget, police headquarters, land transfer
The Common Council's Oct. 14 agenda listed Ordinance No. 2026/24, approving the 2027 Civil City Budget, and Ordinance No. 2026/25, amending Title V, Chapters 50, 51, 52 and 54. Also listed were Resolution No. 2026/21, additional appropriations for the Police Headquarter Project; Resolution No. 2026/22, a transfer of real estate from the Redevelopment Commission to the City; and Ordinance No. 2026/27, a Parks Project annexation to extend corporate boundaries. The agenda does not state dollar figures for any of these items, and the record does not show whether they were voted on.
Plan Commission: restaurant plan and park rezone
The Advisory Plan Commission's Oct. 13 agenda included a development plan approval request for a Longhorn Steakhouse at 1868 N State Street on 1.67 acres. It also listed a conditional rezone to PRK – Park Overlay for 6 city-owned parcels east of Wilson Park, described as 20+/- acres, and a recommendation to the Council on updates to the Unified Development Ordinance and Official Zone Map.
Public Works: utility pay applications and stormwater contract
The Board of Public Works and Safety agenda for Oct. 13 listed Donohue and Associates Inc. pay application 63 and Amendment 1 to GSA Task Order 12; a Kleinpeter Consulting Group grant administration contract for the OCRA Stormwater Project; and Commonwealth Engineers, Inc. pay requests for July and August 2026 for the WWTP Improvements Project. Also listed were Parkrose Bonds and approval of two out-of-state ACO trainings for Animal Management.
Fire Merit Board: PIO matter and a resignation
The Greenfield Fire Merit Board Commission was scheduled Oct. 13 to approve minutes from its Aug. 11, 2026, meeting and to take up two items listed as "Guthrie-Cutler PIO" and "Mike Griffith Resignation." The agenda does not describe the substance of either item.
Traffic Safety: 20 mph limit, e-bikes, road status
The Traffic Safety Committee's Oct. 14 agenda listed consideration of a 20 mph city-wide speed limit, city code updates for e-bikes (e-micromobility), the INDOT Corridor Study, the status of James Blvd. and E. New Road, and safety concerns on Green Meadows. The agenda labels these as discussion items; no outcomes were available.
Zoning Appeals: October meeting called off
The Board of Zoning Appeals will not meet Oct. 20. According to the posted notice, all listed business has been moved to November or withdrawn. A request for a fleet vehicle logistics operation at 2260 W. Main St. (CU26-04) was withdrawn. A U-Haul rental facility request at 2633 W. Main St. (CU26-05) and a variance for a 10-foot-tall fence at the same address (VAR26-01) were both continued because of incomplete notice.
Coming up
The only meeting listed in the next 14 days is the Board of Zoning Appeals on Oct. 20, which the notice states will not be held. Residents should check the city's posted agendas and minutes for the November dates of the continued U-Haul and fence items, and for published minutes of the Oct. 13–14 meetings, which are not yet available.
