Houston City Council Ponders $4M Senior Housing Loan, $1.5B Utility Move

Houston City Council this week considered a $4 million loan to develop senior apartments at Bernicia Place and set the stage for a major borrowing plan of up to $1.5 billion for the combined utility system. The council also adopted guidelines for a home repair program following last year’s derecho and Hurricane Beryl. The meeting’s agenda items are still pending final minutes, but the proposals signal the city’s focus on housing recovery, storm resilience, and airport expansion.

June 23 & 24 Session: Housing, Storm Repair, Airport Upgrades

The council reviewed a $4,000,000 loan for the Bernicia Place senior apartment project at 6000 Scottcrest Drive. The loan is intended to support affordable housing for older residents.

Members also adopted the 2024 Derecho and Hurricane Beryl Single Family Home Repair Program Guidelines. The program aims to help homeowners whose properties were damaged during the two storms.

Airport infrastructure was on the agenda as well. The council approved roadway improvement agreements for George Bush Intercontinental Airport (IAH). In addition, a contract with the Texas A&M AgriLife Extension Service valued at $1,638,425.00 was considered for wildlife hazard management at the airport.

A separate action created the Houston Public Library Foundation Support Fund, which will channel donations for library programs.

July 7 & 8 Session: Big Borrowing, Airport Deal, Street Repairs

The upcoming two-day meeting will feature public hearings and votes on some of the largest financial items the city has seen this year.

A public hearing is scheduled on 4% Housing Tax Credits for Windshire Apartments, located at 4415 Shaver Street. The credits are a tool to attract private investment in affordable housing.

The council will vote on authorizing up to $1.5 billion in Combined Utility System Commercial Paper Notes. This short-term borrowing mechanism would provide liquidity for water and wastewater projects.

At IAH, the council is expected to appropriate $300 million from the Airport System Consolidated 2011 Construction Fund for work related to United Airlines. The exact scope of the work is not detailed in the agenda.

Interlocal agreements with Harris County are slated for approval covering reinvestment zones in Gulfgate, Greater Greenspoint, Near Northside, and Harrisburg. These zones allow the city and county to share property tax revenue to spur development.

Finally, the council will approve final payments for FY2021–FY2023 street and drainage rehabilitation contracts with DL Glover and Grava LLC.
