Johnson City agendas: Optimist Park land conveyance, 255-lot plat, four facade grants
Johnson City boards and commissions scheduled a range of items over the past two weeks, but the records available establish agendas only — minutes have not been published for any of the meetings below. No vote tallies, dollar amounts or outcomes appear in those agenda summaries, so nothing here should be read as a decision. The items below are what each body was scheduled to take up.
Former Optimist Park acreage set for first reading
The City Commission's October 15 agenda listed Ordinance 4953-26, a first-reading ordinance to convey 1.88 acres at the former Optimist Park to 4My Flowers Real Estate, LLC. A first reading is an initial step; the agenda summary does not state whether it advanced.
The same agenda listed ITB #6922, an excavator with hammer and bucket from Heavy Machines LLC; ITB #6926, a single axle dump truck from Worldwide Equipment, Inc.; RFP #R6795, a dental insurance contract for Johnson City School employees with Delta Dental of Tennessee; and grant contracts from the State of Tennessee Department of Disability and Aging for the Senior Center Division. No contract values were included in the summary.
Planning Commission: church rezoning and subdivision plats
The October 13 Planning Commission agenda included a rezoning of 0.42 acres at 201 E Watauga Avenue from RO-1 to MS-1 to increase lot coverage from 35% to 50% for a church addition.
Plats listed were a preliminary plat for a 4-lot subdivision at 0 Newton Street; the Saxon Heights preliminary plat for a 48-lot subdivision along Antioch Drive; the Keebler Meadows Phase 2 preliminary plat for a 255-lot subdivision along Suncrest Drive; and the Hayes Estates Phase II final plat for a 7-lot subdivision at 512 Claude Simmons Road. The body was also scheduled to consider the July 14, 2026, meeting minutes.
Four facade grants appear on two JCDA agendas
Both the JCDA Tax Increment Advisory Committee and a specially called Johnson City Development Authority Board, meeting October 15, listed facade grant consideration for 513 W Market St, 309 E Main St, 232 E Main St and 108 W 10th Ave. The JCDA Board agenda lists the fourth address as "108 W Main St (listed as 108 W 10th Ave)."
The advisory committee also listed review of the Johnson City Development Authority TIF Special Fund Financial Statement; the board listed an informational review of JCDA loans and payment schedule as of June 30, 2026.
