County Council set to vote on $23M bonds and moratorium extension
Lancaster County Council's July 20 meeting carries the heaviest agenda of the week. Council will consider issuing up to $23,000,000 in bonds for the Roselyn Residential Improvement District and vote on extending the current nine-month residential development moratorium by 90 days.
Three zoning items are also on the agenda: third-reading votes to rezone 0.565 acres at 2637 Worldreach Drive to Regional Business and 8.001 acres at 3172 Shiloh Unity Road to Rural Residential, plus a public hearing on rezoning 32.89 acres at 11632 Harrisburg Road to Institutional. Easement agreements and board appointment updates round out the agenda.

Historical Commission weighs budget, marker repair, and donations
Two Historical Commission-related meetings were scheduled for July 14 at the Historic Courthouse, 104 North Main St.
The Collections Committee was set to consider items offered for donation or loan and make decisions on whether to accept them. No minutes are available yet, so it is not known which items were accepted.
The full Historical Commission agenda included discussion of the FY 2026-7 county budget and proposed expenses for repairing the Ashe's Ferry historical marker: $1,485 plus a $400 loading fee and $500 preparation cost. Other items included continuing an intern position through Aug. 10, closing out hospitality and accommodation tax grants, installing security cameras in the hallway and historic courtroom, and acknowledging a donation from Judge Ira Jones descendants.
Unified Development Ordinance Committee eyes data center rules
On July 16, the Ad-Hoc Unified Development Ordinance Committee was scheduled to approve June 30 meeting minutes and hear consultant presentations on lot-yield calculations for conventional and open-space subdivisions, plus a draft FAQ for the UDO website. The committee was then set to discuss potential regulations for data center projects. No final decisions were indicated on the agenda.
Fire rescue training schedule reviewed
Also on July 16, County Council was scheduled to review the July–December 2026 SCFA class schedule and individual training records, discuss fall rescue drill dates, and consider rope systems and anchor training for fire officers. Planning for January–June 2027 SCFA classes and updates on first responder activities and the fire commission report were also listed.
Community engagement committee proposes formal definition
The Community Outreach and Engagement Advisory Committee met July 16 to recommend adopting a public-facing purpose, working definition, and guiding principles for community engagement under Ordinance 2025-1960. The committee also discussed roles and responsibilities for "The Wall That Heals" and reviewed upcoming community events.
