Leonardtown commissioners to weigh splash pad grant, $956K in payments

The Leonardtown Commissioners are scheduled to consider a $300,000 state grant for a new splash pad at Miedinski Park, along with a $956,145.86 check register that includes $439,417.75 for construction of New Well #6. All items are on the agenda for the Aug. 10 meeting; minutes have not yet been published, so no final decisions have been recorded.

Splash pad grant and budget amendment

The town is applying for a $300,000 Community Parks and Playgrounds grant to build a splash pad and pump house at Miedinski Park, 23145 Leonard Hall Drive. The total project cost is $565,000, with local funds covering the remaining $265,000. The project includes seating, shade structures, sidewalks, and stormwater infrastructure, with construction planned from July 1 to September 1, 2027.

A related budget amendment, BA-2027101, would accept and pass through the $300,000 grant from St. Mary's County Government, increasing both grant revenue and pass-through expense by $300,000 with no net change to the budget. The amendment is effective July 1, 2026.

Financial review and July payments

The commissioners reviewed the July 2026 budget report. As of July 31, the General Fund had collected $124,542.11 of its $3,001,115.00 revised budget (4.15%). The Enterprise Fund collected $1,278.00 of $5,932,695.00 (0.02%). The Wastewater Treatment Facility had used 26.58% of its budget. Property and liability insurance exceeded budget in General Government (209.37%) and Water System (285.16%). The sludge management contract was encumbered at $229,190.00, or 99.64% of its budget.

The check and voucher register for July totals $956,145.86. The largest payment is $439,417.75 to A C Schultes of Maryland for New Well #6 construction. Other payments include $113,129.33 to Waste Management for June trash hauling, $98,024.00 to Local Government for property, general liability, official liability, and auto insurance, $19,719.85 to Kelly & Associates for August health insurance, and $17,952.50 to GHD for water tower task orders.
