Long Beach Roundup: Parks Commission Adopts FY 2027 Fee Changes; Continuum of Care Expands Board

The Long Beach Parks and Recreation Commission adopted fiscal year 2027 fee and program changes for parks and recreation programs during its July 16 meeting. The commission also extended a permit with Long Beach Little League through 2029. All actions passed with a unanimous 4–0 vote.

Parks and Recreation

The commission adopted the FY 2027 fee and program changes (4–0). It approved fee waiver requests per Attachment A (4–0) and extended Right-of-Entry Permit P-00309 with Long Beach Little League through 2029 (4–0). The body authorized a contract for tennis and pickleball classes with Bridge Enterprises (4–0) and filed the July 2026 Director’s Highlights (4–0). Uriarte Smith was elected Chair and Higa was elected Vice Chair (4–0).

Continuum of Care

The Long Beach Continuum of Care Board approved a revised Governance Charter and Bylaws adding nine new board seats, increasing membership to 25 (9–0). The board approved updates to the FY 2026 Scoring and Ranking Policy (10–0) and updates to Reallocation Policies and Procedures (10–0). It also approved receipt and filing of the FY 2026 CoC NOFO discussion (10–0) and June 9 meeting minutes (10–0).

Citizens' Advisory Commission on Disabilities

The commission approved transmittal of a letter to the City Council addressing housing considerations for persons with disabilities (8–0). It also approved transmittal of a letter to the City Council on autism inclusion efforts in Long Beach (8–0). The commission authorized participation and resource table staffing at the September 26 Waves of Ability event (8–0) and authorized the Autism Inclusion and Certification Ad Hoc Committee members to communicate with councilmembers on autism support (8–0).

Advisory Commission on Aging

The commission received and filed a Long Beach Transit presentation (7–0) and a report regarding the Houghton Park Senior Program (7–0). It also received and filed an Ad Hoc Committees report (7–0) and approved June 10 meeting minutes (6–0).

Other Meetings

The Civil Service Employee Rights and Appeals Commission approved June 24 meeting minutes (3–0) and received and filed a disciplinary appeal for case 12-D-2425. The July 10 Board of Health and Human Services meeting and the July 15 Commission on Youth and Families meeting were cancelled.

Long Beach commissions act on historic district construction, disability housing letters, and committee changes

The Cultural Heritage Commission approved demolition of a garage and construction of a pool and new garage at 2919 East 1st Street in the Bluff Park Historic District, voting 5-0 on June 30. The Commission also recommended City Council approval of Mills Act contracts for six properties, which, if approved by Council, would provide property tax reductions for owners who preserve historic structures.

Cultural Heritage Commission

At its June 30 meeting, the Commission received and filed the Director's Report regarding draft ADU Objective Design Standards (6-0) and approved May 26 meeting minutes (6-0). The Commission recommended City Council approve Mills Act contracts for six properties (5-0) and received and filed its 2025 Annual Report (6-0).

Equity and Human Relations Commission

On July 1, the Commission approved transmittal of a letter from the Justice for Black Workers Ad Hoc Committee to City Council (9-0) and approved an Educational Access and Quality Listening Session Framework (9-0). The Commission also approved a discussion of commissioners' interests and priorities (9-0) and voted to dissolve the Justice for Black Workers Ad Hoc Committee (9-0). June 3 meeting minutes were approved (9-0).

Citizens' Advisory Commission on Disabilities

The Commission voted 8-0 on July 9 to send two letters to City Council: one addressing housing considerations for persons with disabilities and another on autism inclusion efforts in Long Beach. The Commission authorized participation and resource table staffing at the September 26 Waves of Ability event (8-0) and authorized its Autism Inclusion and Certification Ad Hoc Committee members to communicate directly with councilmembers on autism support (8-0). The Commission also approved June 11 meeting minutes (8-0), received and filed an annual ethics update presentation (8-0), and received and filed Brown Act and Robert's Rules training from the City Attorney (8-0).

Advisory Commission on Aging

At a special meeting July 8, the Commission approved June 10 meeting minutes (6-0). It received and filed a Long Beach Transit presentation (7-0), a report on the Houghton Park Senior Program (7-0), and an Ad Hoc Committees report (7-0).

Civil Service Employee Rights and Appeals Commission

The Commission approved June 24 meeting minutes (3-0) on July 8. A disciplinary appeal for case 12-D-2425 was received and filed.

Parks and Recreation Commission Governance Committee

The Governance Committee met July 9, but minutes have not yet been published. The agenda included discussion of fee waiver requests received between June 11 and July 8, an update on proposed fee adjustments for FY27 budget adoption, and updates on damage, loss, theft, finance, and water within the Department of Parks, Recreation and Marine.

Board of Health and Human Services — Cancelled

The July 10 Board of Health and Human Services meeting was cancelled. The agenda had included discussion of the Long Beach Community Foundation Mini Grant Program, the board's annual report, and board focus areas.
