Manvel agendas: 394-acre rezoning, charter review and five plats — but no minutes posted yet
Manvel's city boards met four times in the past two weeks, but none of those meetings has published minutes, so no votes, outcomes or dollar amounts are established in the records provided. What is available are the agendas themselves. The largest item still pending is a rezoning of roughly 394 acres near S.H. 288, which returns to the City Council on Oct. 19.
394-acre rezoning back before Council
The City Council's Oct. 19 workshop and meeting agenda lists Ordinance 2026-O-16, rezoning approximately 394.232 acres from Open Planned Use Development to Planned Use Development east of S.H. 288. The same ordinance appeared on the Oct. 5 agenda as a final reading; the record provided does not show whether the council acted on it that night. A summary of the Oct. 5 agenda described the tract as near S.H. 288 and S.H. 6. Both the Oct. 5 and Oct. 19 agendas also list an executive session on an economic incentive package for Presidio Development. Executive sessions are closed to the public, and no terms have been released in the records provided.
Police agreements, MUD bonds and a vending license
The Oct. 19 agenda also lists Resolution 2026-R-46, a memorandum of understanding with the Pearland Police Department for a Crash Reconstruction Taskforce, and Resolution 2026-R-47, a mutual aid law enforcement agreement with Brazoria County and the City of Clute. Resolutions 2026-R-48 and 2026-R-49 would give consent for Brazoria County MUD No. 83 to issue unlimited tax road and utility bonds. A vending license and indemnity agreement with Power Fit Meals, LLC is also listed.
At its Oct. 5 meeting, the council's agenda included Resolution 2026-R-45 to apply for a Friends of NRA grant for police training ammunition, acceptance of infrastructure improvements for Meridiana Section 28C, and a Fair Housing Act request to waive a Specific Use Permit for a residential group home at 2619 Broad Reach Rd.
Charter Review Commission
The Home Rule Charter Review Commission met Oct. 6 and meets again Oct. 20. Both agendas center on reviewing the current City Charter for potential amendments and taking action on specific articles and sections. The Oct. 20 agenda adds approval of meeting minutes and possible action to forward amendment recommendations to the City Council. Any charter changes would be recommendations at this stage; the records provided do not show that the council has received or acted on any.
Five subdivision plats at PD&Z
The Planning Development and Zoning Commission's Oct. 13 agenda listed five plats for review and possible approval: Fara Preliminary Plat (3.514 acres), Valencia Section 17 Final Plat (11.780 acres), Valencia Lake J Final Plat (6.452 acres), Charlotte Street Phase 2 Street Dedication Final Plat (1.590 acres) and Meridiana Section 23B Final Plat (22.96 acres). The commission also was set to consider directing staff to provide written statements on conditions for conditional approvals or reasons for disapprovals.
MEDC incentives and updates
The Manvel Economic Development Corporation's Oct. 14 agenda included Project application 2027-01, a storefront remodeling and facade modernization request from AMAENS Investments LLC. The board was also scheduled to hear an update on a proposed event center from Jason Thamaravelil, a presentation from Brazoria County Alliance President & CEO Patti Worfe, and a treasurer's report.
