Nacogdoches officials weigh millions in infrastructure contracts; meeting outcomes pending
Nacogdoches City Council members considered millions of dollars in infrastructure contracts and a new sex offender residency ordinance this month, though official minutes confirming final decisions have not yet been published.
City Council
On July 7, the City Council agenda included a proposed $3,655,217.45 contract for Landfill Block O, Cells 3 & 4 Construction (CIP SW-25-101) and a $671,363.00 contract for Summer Hill Drainage Improvements (CIP DI-24-101). The council also discussed a Professional Services Agreement with Azavar Audit Solutions for tax and fee administration, the ratification of a $219,260.00 sludge pump purchase for the Surface Water Treatment Plant, and an ordinance adding a sex offender residency restriction to the city code. Earlier that day, the council held a work session to study the proposed Fiscal Year 2027 Annual Budget. No formal action was scheduled for the budget session. Planning and Zoning Commission
The Planning and Zoning Commission met July 13 to hold public hearings on several land-use items. The agenda included a specific-use permit (SUP2026-05) for a radio, TV, microwave, or cellular transmission tower on a roughly 40.66-acre parcel south of SE Stallings Drive. Commissioners also considered a comprehensive-plan amendment (ZON2026-04) to add a Two-Family Mixed Residential land-use class, amendments to City Code Chapter 118 to create a new residential district for manufactured homes, and a zone change (ZON2026-05) from R-3 to R-3M for the Millard’s Apple Park Subdivision, covering approximately 30.10 acres and 69 lots. Historic Landmark Preservation Committee
On July 6, the Historic Landmark Preservation Committee was scheduled to consider a Historic Restoration Grant reimbursement for 629 Logansport St. (HRG 2026-005) and Certificates of Appropriateness for 322 East Main St. (COA 2026-011) and 311 South Mound St. (COA 2026-012). The committee also planned to vote on minutes from its June 3rd meeting. Official minutes are not yet available.

The City Council will meet July 21 to vote on several infrastructure items. The regular agenda includes a $586,828 contract with Tetra Tech for Water and Wastewater SCADA System Improvements, a $360,818 contract with SCS Engineers for landfill liner construction quality assurance, a $79,250 reimbursement for a potable water line near North Street and Ernest McLain Road, and a franchise agreement with Live Oak Environmental LLC (Ecowaste Solutions) for solid-waste disposal. The consent agenda includes a $45,150 change order for the SWTP Lagoon Sludge Removal Project with ENVIROdredge. The council will also hold executive-session discussions on fire-station property acquisition and attorney-consultation matters, followed by a budget Q&A for Fiscal Year 2027.
