Noblesville Redevelopment Commission approves $1 million forgivable loan for BioLife Solutions relocation
The Noblesville Redevelopment Commission approved two resolutions granting tax abatements and a $1 million forgivable loan to BioLife Solutions for its relocation to Washington Business Park, according to a meeting summary from July 16. The commission also considered a $25,000 TIF contribution request from Hamilton Southeastern Schools for school-based mental health services. Redevelopment Commission — July 16
The commission took action on two economic development agreements tied to the BioLife Solutions project. Resolution 2026-05 covers an agreement with Patch Development, and Resolution 2026-06 covers an agreement with Sexton Biotechnologies. Both resolutions include tax abatements and a $1 million forgivable loan under the same terms.
The commission also reviewed a memorandum of understanding with Hamilton Southeastern Schools requesting a $25,000 contribution from the Consolidated TIF fund for behavioral health services. Financial matters included approval of June 11, 2026 claims presented by the Controller and a financial update on the commission's TIF funds. Minutes for this meeting are not yet published.
Common Council — July 14
The Common Council was scheduled to consider two annexation ordinances totaling approximately 89 acres for separate planned development projects. Ordinance #33.0728 would annex roughly 9 acres in the 18000–18400 block of East 180th Street for the Encore at Lancen Walk Planned Development. Ordinance #34.0725 would annex approximately 80 acres in the 11800–11500 block of East 161st Street for the Parks at Crossroads Planned Development. Each ordinance establishes a public hearing and fiscal plan.
The council also was set to review Ordinance #38.0728, which would authorize issuing sewage works revenue bonds to fund additions, extensions, and improvements to the municipal sewage system. Additional items included Resolution RCZ-28, approving a lease with Quattlight, and second-quarter routine appropriation transfers and grant proceeds. Minutes are not yet published.
Board of Public Works & Safety — July 14
The board was scheduled to consider releasing performance bonds for Carlton Heights, Hamilton Town Dentistry, Slo Ridge, and Saxony, and accepting maintenance bonds for Milano Ponte infrastructure and Promenade Shops Boulevard/Trails.
Proposed service agreements included a patio installation at Station with Concrete Tailors, LLC; the Hinkle Creek stormwater outfall project with Atlas Excavating; Digester No. 2 binding tube repair with Central Industrial Contractors; and a Finch Creek pedestrian tunnel under Boden Road with USI Consultants. The board also discussed a temporary closure of 5th Street between Conner and Logans streets for the Heartland LM Showcase and Solara Market, and a road impact fee credit allocation for Avanza at Hyde Park. Board of Zoning Appeals — July 6
The board was scheduled to hear a conditional use application (BZNA.0057-2026) for a wireless telecommunications tower near Riverwood Avenue. Multiple variance requests were also on the agenda, including seven requests for 398 S 5th Street involving reduced setbacks, an accessory dwelling unit, an accessory structure of 1,975 square feet (against a 1,000-square-foot maximum), a height of 23 feet (against a 14-foot maximum), and encroachments. Additional variances included a 6-foot fence at 8862 Lavender Court (4-foot maximum), accessory structure height and an accessory dwelling unit at 1479 Maple Avenue, and a front yard setback reduction at 611 Mill Farm Road.
