North Liberty Council adopts traffic rules, approves rezoning; Planning Commission forwards development recommendations

The North Liberty City Council made several consequential decisions at its July 28 meeting, including adopting a new traffic ordinance, approving multiple rezoning requests, and selecting a construction manager for city infrastructure work. The Planning Commission also met twice in early August and forwarded a series of development recommendations to the council for final action.

City Council (July 28)

The council voted 4-0 to adopt Ordinance 2026-07, which amends city regulations on motor vehicles and the law of the road. It also approved, on first consideration, two rezoning requests: one for LSTJ Holdings, LLC to C-3 Higher-Intensity Commercial, and another for The Emory North Liberty III, LC as a PAD amendment. Both passed 4-0.

In other business, the council approved a 28E Agreement with Penn Township for cemetery maintenance, final plats for Penn Street Addition - Part One and Greenbelt Trail, Part Six, and FY 2027 Social Service Funding Agreements, all by 4-0 votes. The council also selected Miron Construction as Construction Manager-at-Risk (4-0) and approved an amended resolution for parking control devices, with the exclusion of Ash Court, by a 3-1 vote.

Planning Commission (Aug. 4 and Aug. 5)

The Planning Commission held two meetings on Aug. 4 and one on Aug. 5, forwarding several items to the City Council.

At the first Aug. 4 meeting, the commission recommended approval (5-0) of a rezoning at 435 Heritage Place from RD-10 to RS-6, a preliminary subdivision plat for a 1-lot subdivision on 8.05 acres, a preliminary site plan for a four-story multi-unit residence on West Cherry Street (conditioned on adding 14 parking spaces), and a future land use map and zoning amendment for 240-242 North Main Street to Public Use District.

At a second Aug. 4 meeting, the commission recommended approval of the Buck Moon Villas Preliminary Site Plan, a Zoning Ordinance amendment, and an Urban Renewal Plan update. No vote tallies were listed for these items.
