Prescott Plan Commission backs assisted living facility at 445 Court Street; Council to consider final approval
The Prescott Plan Commission voted unanimously on July 8 to recommend approval of a Conditional Use Permit and Site Plan Review for an assisted-living facility at 445 Court Street, moving the project one step closer to a final City Council decision.
Assisted Living Facility at 445 Court Street
The Plan Commission recommended Resolution XX-26, which covers both the Conditional Use Permit and the Site Plan Review for the proposed assisted-living facility at 445 Court Street. Both motions passed 4-0. The City Council took up the site plan and conditional use permit at its July 13 meeting, though minutes from that meeting have not yet been published, so the Council's action is not yet confirmed in the record.
The commission also recommended approval of a certified survey map adjusting lots at 501 Sunset Court and 1201 Pearl Street, passing 4-0, and set a public hearing on zoning code amendments for the August 3 Plan Commission meeting, also on a 4-0 vote. The June 1 minutes were approved unanimously.
City Council Agenda: Engineering, Law Enforcement, and Land
The July 13 City Council agenda included several resolutions beyond the assisted-living item:
- A Law Enforcement Officer Reimbursement Agreement with Zoe Nawrot.
- Resolution 36-26: a certified survey subdividing a parcel in the SW ¼ of the SW ¼ of Section 3.

Health and Safety Committee Reviews Noise Ordinance
The Health and Safety Committee met July 13 to review City Code 435-9, which governs loud and unnecessary noise. The review follows a complaint about construction starting before 7 a.m. at The Bluffs development. Options under consideration include keeping current permitted hours, reducing the permitted end time to 7 p.m., or setting different hours for weekends and holidays.
The committee also discussed requests from Two Rivers Restaurant at 117 Broad Street for a handicap ramp and dumpster, an update on the property at 1054 Wacota Street, and the possibility of drafting an ordinance covering e-bikes, scooters, and electronic motorcycles. Minutes from May 11, 2026, were also on the agenda for approval. No minutes from the July 13 meeting have been published.
Personnel Committee Interviews Public Works Director Candidates
The Personnel Committee met July 15 in a closed session under Wisconsin Statute 19.85(1)(c) to interview candidates for the Public Works Director position. No other business was scheduled, and the session was closed to the public.
Library Board Reviews Building Planning
The Library Board met July 15 to review the Director's report and library expenditures, with a building planning update listed under new business. Minutes have not been published.

Parks and Public Works Committee — July 20: The committee will discuss storm-water improvements for the alley behind Broad Street between Cherry and Orange Streets. Engineering services are estimated at $8,700, with a proposed cost-share of $2,900 each among the City and the owners of 216 and 220 Broad Street. The plan includes installing storm inlet(s) and extending storm sewer in the alley.
