Lake Elsinore Council approves $6.76M water treatment system, other contracts
The Lake Elsinore City Council approved a $6.76 million water treatment system for lake quality at its July 28 meeting, along with several infrastructure and maintenance contracts. The council also adopted a resolution to place Measure T on the November 2026 ballot.
Water treatment system
The council voted 4-0 to approve a $6,765,000 agreement with Moleaer, Inc. for a water treatment system aimed at improving lake water quality. The purchase was the largest single item on the agenda.
Other council actions
All other decisions were approved unanimously (4-0) unless noted:
- Adopted a resolution to transmit Measure T for impartial analysis and designated Council Member Manos to file an argument in favor.
- Approved a $37,600 annual field maintenance agreement with TC Sports, Inc. for Rosetta Canyon Sports Park.
- Approved a $580,000 annual curb, gutter, and sidewalk repair contract with Cotter Construction, Inc.
- Approved a $150,000 on-call engineering agreement with Transtech Engineers, Inc.
- Approved Final Tract Map No. 25475 for Tuscany Crest.
- Approved a $200,000 security maintenance agreement with AK Security Alarm, LLC for Diamond Stadium.
- Approved a $2,840 increase for portable sanitation services with Reliable Rentals, Inc.
The Successor Agency also approved a security maintenance contract for Diamond Stadium as part of the same meeting.
Planning Commission and special meeting
The Planning Commission met on August 4, but its agenda contained only procedural boilerplate and no specific projects or decisions. Minutes have not yet been published.
On August 7, the City Council held a special meeting to receive a presentation on environmental mitigation strategies for the Galvez Property, covering regulatory framework, alternative strategies, and biological values. The council also held a closed session to negotiate price and terms with GMB Land, LLC/Steve Galvez for multiple APNs (371-090-022, 003, 004, 371-150-010, 371-160-007). City Manager Simpson is the agency negotiator. No final decisions were scheduled; the meeting was for discussion and negotiation only.

The City Council will hold a regular meeting on August 11. The agenda includes a closed session on property negotiations and litigation, followed by a consent calendar with several notable items:
- Purchase of real property at Main and Prospect Streets for downtown parking for $135,000 plus closing costs.
- Public works agreement with Precision Works, Inc. for demolition of the building at 164 S. Main St. for up to $198,000.
- Amendment No. 1 to a security services contract with Principal Interest for the new City Hall construction site for up to $50,544.
- Purchase of kitchen appliances for the new City Hall rooftop from Frontier Foodservice for up to $147,375.96.
- Purchase of two traffic signal bucket trucks from Altec Industries for up to $414,616.45.
