Rockford committee creates South Rockford Industrial TIF, approves $300,000 small business rent aid

Rockford's Planning and Development Committee established a new tax-increment financing district for industrial redevelopment on the city's south side and approved a $300,000 small business rent assistance program at its June 22 meeting, while denying more than $1.2 million in other funding requests.

South Rockford Industrial TIF District approved

The committee voted 3-1 to create the South Rockford Industrial Redevelopment Project Area and approve Tax Increment Allocation Financing for the district. Members also voted 3-1 to terminate the Global Trade Park South TIF District.

A ComEd easement at 850 S. Horace Ave. was approved 4-0.

Small business rent aid approved; two funding requests denied

The committee approved the $300,000 "Spaces to Places" small business rent assistance program on a 4-0 vote.

Two larger funding requests were denied. A $400,000 request from Comprehensive Community Solutions was denied 2-1. An $822,000 request for the Farmers Rising mobile grocery store was denied 2-2.

Code and Regulation Committee reviews annexations, licenses

The Code and Regulation Committee's June 22 agenda included annexation and industrial rezoning of properties at 14xx, 15xx, and 16xx Edson Road, along with a proposed commercial vehicle prohibition on Guilford Road from Prospect Street to Alpine Road.

The agenda also listed a zoning map amendment for 8539 East State Street to Limited Commercial, liquor license approvals for Eachother at 501 E. State St. and Marrufo's Tacos at 3222 S. City Council to consider TIF, grants, and contracts

The City Council's June 29 agenda included the South Rockford Industrial TIF District establishment, annexation of 14xx-16xx Edson Road for industrial use, a $500,000 DOJ/Office on Violence Against Women Grant, the $300,000 Spaces to Places program, the $570,582.94 Rock River shoreline repair contract, and the sale of city-owned property at 218 South Independence Avenue. Minutes have not yet been published.
