Lapeer roundup: City bills, rezoning, and rent increase on agendas; minutes pending

City Commission — July 6
The City Commission agenda included a bill listing totaling $1,988,187.80 for approval. Commissioners were scheduled to take the first reading of Ordinance 2026–105, which would rezone 822 West Street from OS-1 Office Service to B-2 General Business. The agenda also listed a Participation Agreement for the Courts and Law Enforcement Management Information Systems (CLEMIS), authorizing the City Manager and Police Chief to sign, and a contract modification with Assessment Administration Services, LLC for assessment services starting July 1, 2026. A proclamation recognizing Denise Soldenski's retirement was also on the agenda.
Planning Commission — July 9
The Planning Commission agenda featured a public hearing on rezoning 1029 Baldwin from R-1 to B-2. Commissioners were also scheduled to consider text amendments to Article 7.17 concerning signs and to receive general updates to the city's Master Plan. No other items were listed.
Housing Commission — July 16
The Housing Commission agenda included approval of the monthly financial report and monthly bills for Riverview Towers LLC, covering checking account, reserve, voucher payments, and administrative items. The agenda listed a contract rent increase for Lapeer Riverview Towers effective September 1, 2026. Two resolutions — #22-2026 and #194-2026 — were scheduled to remove the former LHC ED/LRT Manager and add a Housing Compliance Specialist with signature and access authority to bank accounts, effective July 16, 2026. Downtown Development Authority — July 22, 2026. The agenda includes the Executive Director contract, a Main Street Accreditation community assessment, the Placer.AI project, and the Tax Increment Reimbursement Agreement with LaMagna Properties.
Zoning Board of Appeals — July 27, 2026. A public hearing is scheduled on an appeal of the City Planner's May 28, 2026 decision denying a zoning permit for multi-family use of 417 E. Oregon Street, located in a single-family residential district. The meeting has been moved to the historic Lapeer Train Depot at 71 Howard Street because City Hall is being used for early voting.
