Salisbury boards take up retail project, zoning, and permits; no decisions finalized
Salisbury town boards met last week to consider a range of items, from a proposed retail development and zoning changes to special event permits and routine financial reports. All meetings were agenda-only as of this writing, with minutes not yet published, so no votes or final decisions are confirmed.
Planning Board: 145 Elm Street retail project and zoning discussion
The Planning Board met August 12 and took up a major site plan review for 145 Elm Street (Map 9, Lot 22). Coastal Elm Development, c/o Benjamin Becker, proposes to demolish existing buildings and construct two retail buildings with parking and utilities. The item was continued from prior meetings.
The board also heard a presentation on "missing middle zoning" from Innes Land Strategies Group and discussed changes to Chapter 40A. In addition, the agenda included a bond release for 1-4 Washington Street (formerly 158 Beach Road, Map 27, Lot 33) and a notice from Newburyport about a proposed zoning amendment to create an R2A district and reduce height allowance from 35 to 25 feet.
Board of Selectmen: zoning referral, permits, licenses
The Board of Selectmen met August 10. The agenda included a vote to refer a zoning amendment on accessory apartments (Chapter 300, Article XI) to the Planning Board, as well as approval of bond anticipation notes and year-end budget transfers. Public hearings were scheduled on National Grid pole installations.
The board also considered special event permits for a Liberty Street Block Party at 25 Liberty Street on August 22, and a 52 Seacoast Century bike ride on September 26. License renewals were on the agenda for Paul's Auto Body & Glass at 48 Rabbit Road, and a new general license for JC Brazilian Meat Market Inc. at 111 Lafayette Road.
Zoning Board of Appeals: variance request
The Zoning Board of Appeals met August 11 to hear a variance request from David Meinelt for an addition at 8 Twin Brooks Road (Map 13, Lot 128). The board also approved minutes from its July 28 meeting and scheduled its next public hearing for August 25.
Housing Authority: routine finances
The Housing Authority met August 13, with agenda items including approval of July 2026 bills, minutes from the July 9 meeting, a review of the July 2026 financial statement, and reports from the executive director, maintenance, and GMVTO.
Parks & Recreation Commission: events and projects
The Parks & Recreation Commission met August 13 at 6:00 pm in the Colchester Room of Salisbury Town Hall. The agenda included approval of June 11 minutes, an income/expense report, and upcoming events such as Salisbury Days (Sept 18-20), Surf Night (Sept 26), Fairy Walk/Art Stroll (Oct 9-11), Trunk or Treat (Oct 22), and Lighting of the Tree (Dec 1). Programs listed included TMS Youth Advocacy Group, Pickleball, Marine Science Camp, and Horse & Pony Camp. Projects under discussion included Rail Trail Adult Fitness, PBP Disc Golf, Lions Park, Town Common, Electric Box, Memorials, and Cannon.
Cultural Council: events and grant cycle
The Cultural Council met August 13, approving May minutes and hearing the treasurer's report. The agenda covered a jewelry workshop, Kids Day at Beach, Trunk or Treat, Scarecrow, Fair in the Square, Art Stroll, Ornament Making, and Makers Market, plus planning for the upcoming grant cycle.
Harbor Commission: dock construction and training
The Harbor Commission met August 13 at 7 PM in Town Hall. The agenda included a harbormaster's report, old business on swift water training, yard cleanup, and installation of no fishing signs, and new business on new dock construction and appropriations.
