San Clemente boards weigh contracts, parking rules, and shelter policies
In the past two weeks, San Clemente's City Council and several advisory committees met to consider a range of items, from sidewalk repairs and parking restrictions to animal shelter policies and public art appointments. As of this writing, minutes have not been published for any of these meetings, so no decisions are confirmed.
City Council (Aug. 4)
The City Council's agenda included filling a vacancy on the Community Safety and Welfare Committee and an ordinance amending 72-hour parking restrictions in the municipal code. The council also considered a resolution awarding school crossing guard services to All-City Management Services, Inc., and two contract awards: $450,000 for Victoria sidewalk stabilization and $750,000 for general sidewalk repair, totaling $1.2 million. A supplemental appropriation for El Oriente Canyon tree removal and vegetation management was also on the agenda, along with a directive to staff to plan a community amphitheater.
Planning Commission (Aug. 5)
The Planning Commission reviewed several residential and commercial projects, including the Abbasi Residence at 110 El Levante, a conditional use permit amendment for the Seacliff Hotel at 402 Pasadena Court, and an AT&T conditional use permit at 2441 S. El Camino Real. The commission also addressed continued parklet determinations and administrative approvals from July 1–30, 2026.
Other committee meetings
- **Arts & Culture Committee (July 27):** Reviewed draft minutes from April 27, 2026, a work plan report, and public art appointments for Love San Clemente.
- **Design Review Subcommittee (July 29):** Reviewed materials for 122 E. Escalones and considered approval of minutes from the July 16, 2026, special meeting.
- **CASA Joint Powers Authority (Aug. 3):** Considered approving payroll warrants and registers for May 11 through July 10, 2026, reviewed Fiscal Year 2026 shelter operations statistics, and received staff reports on two new policies and procedures (#40 and #41).
- **Investment Advisory Committee (Aug. 3):** Reviewed the 2026 second-quarter investment report, discussed responses to the Great Pacific Securities RFP, and considered draft minutes from April 27, 2026 (both 4:00 PM and 5:30 PM sessions).
- **Golf Course Committee (Aug. 6):** Reviewed draft minutes from February and May 2026 meetings, discussed the committee's work plan for fiscal year 2025-26, and reviewed a fourth-quarter activity report.
