Scott County Board, Commissions Take Up Land Use, Waste Plan, and Transit Agreements
Scott County's recent government meetings covered a packed agenda of land-use decisions, including rezoning requests, housing plats, and a private airport permit. However, minutes have not yet been published for any of the three recent meetings, so outcomes and vote tallies are not yet available. What follows is based on the published agendas.
County Board — July 7
The Scott County Board scheduled votes on several land-use and contract items, including:
- Rezone 40 acres from UER to UER-C and preliminary plat of Joos Addition.
- Rezone 39.05 acres from TR to TR-C and preliminary plat of Four Roots Hilltop.
- Preliminary and final plat of Klehr Third Addition.
- Authorize contract with Rachel Contracting LLC for 2026 Building Demolition Project.
- Authorize a letter to the federal delegation urging delay of SNAP administrative cost shifts.
A workshop on the Minnesota Valley Transit Authority was scheduled to follow the meeting. Because minutes are not yet published, it is not confirmed which items were approved, amended, or tabled.
Board of Adjustment — July 13
The Board of Adjustment scheduled a public hearing on variance PL#2026-037, a request from John & Emily Neisen to expand a legal non-conforming structure by over 50% of its existing square footage in Section 7 of Sand Creek Township. The board also planned to consider approving minutes from its June 8, 2026 meeting. No outcome is available yet.
Planning Advisory Commission — July 13
The Planning Advisory Commission set three public hearings and consent items:
- A conditional use permit for a private airport requested by Wayne C. Nagel in Section 23, Blakeley Township.
- Rezoning of 65.05 acres from RR-1 to RR-2 and preliminary plat of Meadow Oaks, a 14-lot subdivision in Section 21, Spring Lake Township.
- Rezoning of 30.66 acres from TR-C to A-3 in Section 26, Sand Creek Township, requested by Randy Kubes.
- Approval of June 8, 2026 meeting minutes.
The commission was also scheduled to receive a planning manager update. As with the other meetings, minutes have not been published, so decisions are not confirmed.
Why these items matter
Rezoning and plat decisions shape where and how housing, agriculture, and private facilities can develop in Scott County. The Joos Addition, Four Roots Hilltop, Klehr Third Addition, and Meadow Oaks plats together represent more than 170 acres of potential new lots. The private airport permit in Blakeley Township and the Sand Creek Township variance each affect neighboring property owners. The SNAP letter and the upcoming solid waste and transit resolutions touch on federal cost burdens and long-term county services.
