Scott County agendas: eminent domain resolution, a 111.7-acre rezone and two township rezoning requests

All five Scott County meetings held in the past two weeks are documented by agenda only — no minutes have been published for any of them. Nothing below should be read as decided. What follows is what county boards and commissions were scheduled to take up, drawn from the official agendas.

Highway 17 and Highway 12: eminent domain on the October 6 agenda

The County Board of Commissioners met October 6, 2026, in Shakopee with Resolution No. 2026-225 on its list — a measure that would certify appraised values and authorize eminent domain for the County Highway 17 Reconstruction Project and the County Highway 12 at County Highway 17 Roundabout Project. The same agenda listed Resolution No. 2026-209, an agreement with WSB & Associates Inc. for the County Highway 8 and County Highway 23 Roundabout Project, and Resolution No. 2026-213, acquisitions of properties at 3504 Marschall Rd and 3560 Marschall Rd in Shakopee.

The agenda also included a contractor yard permit, a joint powers agreement with the state Department of Corrections, a recess for an attorney/client meeting, and a workshop on parcel realignment for split school districts. Ten items were listed on the consent agenda.

A 111.7-acre rezone and a special tax district assessment

Also on the October 6 County Board list: Resolution No. 2026-220, a rezone of 111.7 acres from A-1 Agricultural Preservation District to A-3 Agricultural Preservation Density District, with Duane E. Koepp as applicant. Resolution No. 2026-222 would set a final 2027 levy assessment of $1,650 on all taxable properties in the McMahon Lake Outlet Special Tax District.

Ditch No. 3 maintenance bids

The Scott County Joint Ditch Board met the same day, October 6, on a short, otherwise procedural agenda. It included Resolution No. 2026-229, authorizing the Scott Soil and Water Conservation District to conduct a bid solicitation for maintenance on Scott LeSueur Joint Drainage Ditch No. 3, and approval of the January 20, 2026 meeting minutes.

Planning: Cedar Lake and Spring Lake Township requests

The Planning Advisory Commission met October 12 with two rezoning requests. Consent item PL#2026-066 would rezone 14.76 acres in Section 3 of Cedar Lake Township from Rural Residential Reserve Cluster District (RR-1C) to Rural Residential Reserve District (RR-1); Wayne L. Walters & Judith L. Walters are the applicants and the Walters Family Trust is the owner. A public hearing, PL#2026-064, covers 5 acres in Section 27 of Spring Lake Township, from RR-1 to Rural Residential Single-Family District (RR-2), with Vivi Mizrahi as applicant and owner.

The Board of Adjustment also met October 12, with a public hearing on PL#2026-067 — a request from the same Walters applicants to reduce the required 300-ft lot width in the RR-1 district to 216-ft on property in Section 3 of Cedar Lake Township.

Budget introduction workshop

On October 13 the County Board held a workshop to review the budget introduction. Discussion of Blakeley Park and the Transportation Advisory Board (TAB) was also listed on the agenda.

Coming up

October 20 — Community Health Board. The board is scheduled to approve minutes from May 5, 2026, and receive a report from the Community Health Services Administrator, Public Health Staff, and the Scott County Medical Director.

October 20 — County Board. A public hearing on the Draft 2027-2037 Scott Watershed Management Plan is scheduled. Resolutions listed include No. 2025-202, the 2027 Solid Waste Special Assessment Fee; No. 2026-230, a Cooperative Agreement with the City of Prior Lake for County Highway 17 Projects; No. 2026-234, an agreement with the Department of Human Services for the Adult Mental Health Initiative and Community Support Program; and No. 2026-232, a final payment to S.M. Hentges & Son, Inc. for the Trunk Highway 169 and County Highway 59 Interchange Project. The Prior Lake agreement and the October 6 eminent domain resolution both concern County Highway 17 projects.

Scott County Board agenda: eminent domain for two highway projects, Marschall Rd property purchases, 111.7-acre rezone

The Scott County Board of Commissioners was scheduled to act October 6 on a resolution authorizing eminent domain for two highway projects, along with property acquisitions in Shakopee and a 111.7-acre rezoning, according to the published agenda for its meeting in Shakopee. Minutes from that meeting have not been published, so no outcomes are known. The same is true of three other recent meetings covered below: each is documented only by an agenda, and none of the items listed can be reported as decided.

County Board: eminent domain, land purchases, rezone

Resolution No. 2026-225 called for certifying appraised values and authorizing eminent domain for the County Highway 17 Reconstruction Project and the County Highway 12 at County Highway 17 Roundabout Project.

The agenda also listed Resolution No. 2026-213, acquisitions of properties at 3504 Marschall Rd and 3560 Marschall Rd in Shakopee, and Resolution No. 2026-220, a rezone of 111.7 acres from A-1 Agricultural Preservation District to A-3 Agricultural Preservation Density District, with Duane E. Koepp as applicant.

The County Board holds a workshop on October 13. The agenda lists a budget introduction, discussion of Blakeley Park, and the Transportation Advisory Board (TAB). No votes or dollar figures for the 2027 budget were included in the posted agenda.

Scott County Board, Commissions Take Up Land Use, Waste Plan, and Transit Agreements

Scott County's recent government meetings covered a packed agenda of land-use decisions, including rezoning requests, housing plats, and a private airport permit. However, minutes have not yet been published for any of the three recent meetings, so outcomes and vote tallies are not yet available. What follows is based on the published agendas.

County Board — July 7

The Scott County Board scheduled votes on several land-use and contract items, including:

• Rezone 40 acres from UER to UER-C and preliminary plat of Joos Addition.
• Rezone 39.05 acres from TR to TR-C and preliminary plat of Four Roots Hilltop.
• Preliminary and final plat of Klehr Third Addition.
• Authorize contract with Rachel Contracting LLC for 2026 Building Demolition Project.
• Authorize a letter to the federal delegation urging delay of SNAP administrative cost shifts.

A workshop on the Minnesota Valley Transit Authority was scheduled to follow the meeting. Because minutes are not yet published, it is not confirmed which items were approved, amended, or tabled.

Board of Adjustment — July 13

The Board of Adjustment scheduled a public hearing on variance PL#2026-037, a request from John & Emily Neisen to expand a legal non-conforming structure by over 50% of its existing square footage in Section 7 of Sand Creek Township. The board also planned to consider approving minutes from its June 8, 2026 meeting. No outcome is available yet.

Planning Advisory Commission — July 13

The Planning Advisory Commission set three public hearings and consent items:

• A conditional use permit for a private airport requested by Wayne C. Nagel in Section 23, Blakeley Township.
• Rezoning of 65.05 acres from RR-1 to RR-2 and preliminary plat of Meadow Oaks, a 14-lot subdivision in Section 21, Spring Lake Township.
• Rezoning of 30.66 acres from TR-C to A-3 in Section 26, Sand Creek Township, requested by Randy Kubes.
• Approval of June 8, 2026 meeting minutes.

The commission was also scheduled to receive a planning manager update. As with the other meetings, minutes have not been published, so decisions are not confirmed.

Why these items matter

Rezoning and plat decisions shape where and how housing, agriculture, and private facilities can develop in Scott County. The Joos Addition, Four Roots Hilltop, Klehr Third Addition, and Meadow Oaks plats together represent more than 170 acres of potential new lots. The private airport permit in Blakeley Township and the Sand Creek Township variance each affect neighboring property owners. The SNAP letter and the upcoming solid waste and transit resolutions touch on federal cost burdens and long-term county services.
