Emigration Canyon Council, Planning Commission Hold Agenda-Only Meetings; No Decisions Made
In the past two weeks, the Emigration Canyon Planning Commission and City Council held meetings that were agenda-only, with no decisions published. The most significant items on the table include a conservation agreement for 40 acres, a potential lobbyist contract, a survey contract, and updates to the wildland-urban interface code. All actions remain pending until minutes are released.
Planning Commission: Conservation Agreement on 40 Acres
On Aug. 13, the Planning Commission held a public hearing on a proposed Conservation Development Agreement for approximately 40 acres at 1475 N Pinecrest Canyon Road, owned by Ryan Leick. The proposed use is forest conservation and management, including fire mitigation and natural resource renewal. The commission also considered approval of the July 9, 2026 meeting minutes and possible closed sessions as allowed by Utah law. No decisions were made; minutes have not yet been published.
Council Regular Meeting and Canceled Workshop
The City Council's regular meeting on Aug. 18 at UFA Station 119, 5025 E Emigration Canyon Road, included discussion and potential action on several items: retaining a lobbyist; authorizing the mayor to execute a contract with Avenue Consultants for survey work on Emigration Canyon Road; and adopting three ordinances—2026-O-09 (updating the Wildland-Urban Interface Code), 2026-O-10 (adopting the FY2027 City Fee Schedule), and 2026-O-05 (franchise agreements). The council also planned to consider appointing planning commission members and a Code Red policy amendment. The workshop meeting scheduled for 6:00 p.m. that day was canceled; the regular meeting at 7:00 p.m. proceeded as planned.
Separate Ordinance Notices
Two separate notices were issued for the Aug. 18 meeting. Ordinance 2026-O-09 would amend the municipal code to replace the 2006 Utah Wildland-Urban Interface Code with the 2024 International Wildland-Urban Interface Code, in compliance with H.B. 41. Ordinance 2026-O-05 would enact Title 7, Chapter 2, establishing uniform standards and procedures for granting non-exclusive franchises in public rights-of-way. Both were scheduled for public hearing and potential action.
Notice of Potential Quorum
On Aug. 17, the Council issued a notice that members may attend an East Side Coordination Meeting for the Transportation Master Plan covering unincorporated Salt Lake County, Brighton, Emigration Canyon, and White City. The event was held at MSD Offices, 860 Levoy Dr., Taylorsville, from 12:00 to 1:30 p.m. The notice states that no motions or actions will be taken by council members at this event.
