Herriman Council Adopts Olympia Development Agreement Amendment; Planning Commission Rezoning Items Await Council Action

Herriman City Council adopted Ordinance No. 2026-19, amending the Olympia Master Development Agreement, according to a city public notice issued October 15, 2026. The notice states the action was taken at a meeting held October 14, 2026. The ordinance adds a definition for Affordable New Homes, includes conditions to comply with the Affordable Housing Infrastructure Grant Board, and modifies certain sections of the Development Standards. The notice does not include a vote tally, and no meeting minutes for October 14 appear in the records reviewed.

What the ordinance changes

The Olympia Master Development Agreement is the document that sets development rules for the Olympia project area. Under Ordinance No. 2026-19, three changes take effect per the notice: a new definition of Affordable New Homes, conditions tied to the Affordable Housing Infrastructure Grant Board, and modifications to sections of the Development Standards. The notice does not describe how the definition or the standards changes apply to specific properties, and it does not state how many homes would be affected.

Planning Commission took up Gina Road rezoning and new residential zones

The Planning Commission met October 7, 2026, at 5355 West Herriman Main Street, with a 6:00 PM work meeting and a 7:00 PM regular session. Three legislative items were listed, all of which are recommendations forwarded to the City Council, which makes the final decisions:

The commission also listed approval of minutes for its September 2, 2026 meeting. Only agendas were available for the October 7 meeting; no minutes or recommendation outcomes have been published in the records reviewed, so what the commission recommended is not established here.

Also listed on the October 14 Council agenda

The Council agenda for October 14 also listed a Utah Affordable Housing Infrastructure Grant Fund Disbursement Agreement with UDOT, a Utility Relocation Agreement with UDOT for utilities along Mountain View Corridor, an Interlocal Cooperation Agreement with Salt Lake County for a Fire Flasher Warning Signal at Fire Station 103, and a review of the Proposed Park Master Plan, Impact Fee Analysis, and Impact Fee Facilities Plan. The records reviewed do not show whether the Council acted on any of these items.

Herriman agendas: Gina Road rezoning, new residential zones and Olympia housing amendments — no decisions recorded

Herriman's city boards met twice in the past two weeks, but the records available for those meetings are agendas only. No minutes have been published, and the material supplied records no votes, contracts or final decisions. The items drawing the most attention are proposals that still require City Council action: a rezoning at 7162 W Gina Road, a code amendment creating two new residential zones, and changes to the Olympia Master Development Agreement. A joint City Council and Planning Commission work meeting on Sept. 30 listed a single discussion item.

Planning Commission, Oct. 7: 7162 W Gina Road

The Planning Commission was scheduled to hold a public hearing Oct. 7 from 7 to 9 p.m. in the City Council Chambers at 5355 W Herriman Main Street on a zoning map amendment at approximately 7162 W Gina Road. The change would move the property from A-1-43 (1-acre minimum) to A-1-10 (10,000 square feet minimum), according to the agenda. The applicant is listed as Lorena Iorg, and the parcel is about 0.91 acres. The file number is Z2026-139.

The notice does not describe the effect of the zone change. Commission action would be a recommendation; the City Council makes the final decision. Written comments may be mailed to the city address or emailed to [email protected] before the hearing. The contact listed is Jackie Nostrom, [email protected], (801)446-5323.

New R-1-6 and R-1-8 residential zones

A second public hearing item would amend Chapter 10-10 Residential Zones and related sections of the Land Development Code to establish R-1-6 and R-1-8 zoning designations. The applicant is Herriman City. The two records supplied list different file numbers for this item — Z2024-015 on the Planning Commission agenda and Z2026-109 on the public hearing notice — and the records do not explain the difference.

The commission's work meeting was set for 6 p.m., with the regular session at 7 p.m. The commission was also scheduled to approve minutes from its Sept. 2, 2026 meeting.

Olympia Master Development Agreement

The commission was also set to review an amendment to the Olympia Master Development Agreement that would add a definition for affordable New Homes, include Affordable Housing Infrastructure Grant Board requirements, and modify Development Standards. The applicant is Herriman City, File M2026-140. The same file number appears on the City Council's Oct. 14 agenda.

Joint work meeting, Sept. 30

The City Council and Planning Commission were scheduled to meet jointly at 6 p.m. in the Community Room at Herriman City Hall, 5355 West Herriman Main Street. The agenda listed one discussion item: how to align Planning Commission decisions with the City's adopted strategic plan, presented by Community Development Director Blake Thomas. No votes, contracts, rezonings or public hearings were listed. Public comment allows individuals two minutes, or up to five minutes for a recognized group spokesperson.

Herriman Council adopts zoning change; tax hearings, bond refunding ahead

The Herriman City Council approved a zoning change for 2.67 acres on Herriman Boulevard at its Aug. 11 meeting, the only decided item in the past two weeks with published results. The council also held public hearings on proposed property tax increases for the Safety Enforcement Area and Fire Service Area, and the Planning Commission reviewed several subdivision and development proposals. No minutes have been published for those meetings, so no votes or final actions are available.

Zoning change adopted

The council adopted Ordinance No. 2026-15, amending the zoning map for 2.67 acres at 5222 W Herriman Boulevard from C-1 Neighborhood Commercial to CF Commercial Flex. The change was approved at the Aug. 11 meeting, according to a public notice. No other details on the vote were provided.

Property tax hearings held

The city held two truth-in-taxation hearings on Aug. 12. The Safety Enforcement Area proposed a 4.76% increase in property tax revenue above last year's budgeted amount. If approved, a $652,000 residence would see its annual tax rise from $510.29 to $534.67, and a $652,000 business from $927.80 to $972.13. The increase would generate an additional $512,970 in annual revenue. The Fire Service Area proposed a 2.23% increase, raising a $652,000 residence from $478.37 to $489.13 and a $652,000 business from $869.77 to $889.33, for an additional $205,560 in annual revenue. Both hearings were held at City Hall, and no decisions have been published.

Planning Commission reviews subdivisions and development

At its Aug. 19 meeting, the Planning Commission reviewed a proposed Master Development Agreement for Black Clover Holdings to build a light manufacturing and fulfillment center on about 7.42 acres at 5200 W Herriman Boulevard. The commission also considered preliminary plats for a 5-lot subdivision at 12650 S 6000 West, a 10-lot subdivision at 6515 W Rose Canyon Road, and a renewal for the 68-lot Laguna Pointe subdivision at 14860 S Juniper Crest Road. A zoning map amendment for property at 13727 S 7300 West Street, from A-1-43 to A-1-10, was also on the agenda, along with a proposed code amendment for residential lots between 5,000 and 10,000 square feet. No actions were reported.

Other items

The Youth Council held a two-day retreat on Aug. 21 to plan its year, including a vote on the year's theme and training on a legacy project. No decisions were reported.
