Richfield Council adopts zoning changes, transportation plan; hears tax increase proposal
The Richfield City Council on Aug. 11 adopted three ordinances affecting land use and transportation, and held a public hearing on a proposed property tax increase that would raise an additional $500,000 annually. The ordinances take effect Aug. 12.
Zoning changes
The council adopted Ordinance 2026-7, rezoning about two acres at approximately 600 East and 1170 North from Rural Residential (RR-1) to Single Family Residential (R1-10). The change applies to Parcel 1-2-109 and a portion of Parcel 1-2-92.
Ordinance 2026-6 rezoned the property at 55 E 100 North (parcel 1-37-64) from MD (manufacturing and distributing) to RM-11 (Multifamily Residential).
Transportation plan
Ordinance 2026-5 amended the city's Master Transportation Plan to identify future roadway extensions of 380 West and 1170 North. The amendment takes effect Aug. 12.
Property tax hearing
The Council held a public hearing on a proposed increase to the property tax rate, from 0.001721 to 0.002277. If approved, the city would receive an additional $500,000 in annual revenue, a 32.33% increase over last year's budgeted revenue, excluding eligible new growth. For a $330,000 residence, the tax would rise from $312.36 to $413.28, an increase of $100.92. For a $330,000 business, the tax would rise from $567.93 to $751.41, an increase of $183.48. No vote was taken at the hearing.
Other agenda items
The council's agenda also included a possible waiver of impact fees for the Axiom development at approximately 1150 South 500 West, and approval of a design for redoing 100 South, as discussed by Jones & DeMille Engineering. The council also discussed appointing a Library Board member in a closed executive session. Minutes for the meeting have not yet been published, so no action on these items is recorded.
