Vineyard council agenda listed aquifer council, parking bid and economic development votes; no minutes yet published

Vineyard's City Council was scheduled on Oct. 13 to take up a parking enforcement contract, a new economic development partnership and a regional aquifer council membership, among other items. No minutes from that meeting have been published, so what the council decided — or whether it voted at all — is not yet known.

The same is true of every meeting in the past two weeks. All six — two Planning Commission meetings, the Active Transportation Commission, the Development Review Committee, the City Council and the Redevelopment Agency — are documented so far only by agendas. What follows is what each body listed for consideration, not outcomes.

City Council, Oct. 13

The agenda listed action on:

• Awarding the parking enforcement bid to EZ Park (RES 2026-40)
• Establishing the Vineyard Economic Development Partnership (RES 2026-41)
• Renaming the Active Transportation Commission to the Pedestrian Safety Commission (ORD 2026-12)
• Joining the North Utah County Aquifer Council, at $12,000 initially and $6,000 annually
• Opposing the Geneva Retention Pond Exchange (RES 2026-36)

The council also listed a discussion of short-term rentals.

Planning Commission: home preschool, arcade machines, SB 284

The Oct. 7 agenda included two conditional use permits: one for coin-operated claw and arcade machines, and one for Sunlight Bilingual Preschool, requested by applicant Georgia Fenn in the Fenn home at 38 W Sycamore Ln. According to the agenda, the home is zoned R1-8, which allows a home preschool with 8-10 children as a conditional use.

The same agenda listed two minor site plan amendments — PLAN26-0012 for Lot 6 / Vineyard Properties of Utah LLC Martin Snow, and PLAN26-0011 for Orchards Phase 7 — and consideration of Ordinance No. 2026-11 regarding Senate Bill 284 and city code compliance. Public comments were limited to three minutes. The agenda noted the next regular meeting is scheduled for Nov. 4, 2026.

A second Planning Commission meeting was listed for Oct. 14. Its agenda named the arcade machine conditional use permit, Ordinance No. 2026-11 and the PLAN26-0011 Orchards Phase 7 amendment; it did not list the preschool permit or PLAN26-0012.

Development Review Committee and Active Transportation Commission

Both bodies listed work sessions on Oct. 8.

The Development Review Committee was to discuss land-use application review policy timelines, an update on the SB 284 Compliance Project, and the frequency of its own meetings.

The Active Transportation Commission was to review the 1200 N Bridge Project update, 300 W striping for re-consideration, the ATP Update and Wayfinding project next steps, a fall community bike ride, and the city events calendar.

Redevelopment Agency

The RDA Board listed discussion of a resolution on conflicts of interest for RDA contractors, board members and staff, plus approval of minutes from its Sept. 15, 2026, meeting.

Coming up

Vineyard Library Board — Tuesday, Oct. 20. The board is scheduled to vote on an updated Library Policies & Procedures Document, recommend new board member appointments to the City Council, and approve board members for Youth Council Advisor roles. The agenda also lists discussion of the Friends of Vineyard Library wish list and library card reimbursement funds, and planning for a library booth at the Vineyard City Halloween Event on Oct. 24.

Vineyard posts three property-disposition notices; council agenda includes aquifer dues and parking bid

Vineyard's public records for the past two weeks contain no recorded votes or final decisions. All six entries are agendas or public notices for which minutes have not been published, according to the summaries provided. The most consequential pending item is a set of notices offering city property for disposition.

City offers property for sale, lease or joint venture

Vineyard City posted notices on September 29, 2026 stating that public property is available for disposition by sale, lease, or joint venture. Offers are due October 23, 2026. The record contains three notices posted that day, each listing a different attachment name: "Insignificant Land T.pdf," "Insignificant Land H.pdf" and "insignificant Land B.pdf." One entry records the posting time as 03:38 PM and the signature as /s/Robin Bond.

The notices do not identify the properties, their locations, or any asking price. Vineyard City Council holds hearings on subdivision code, fees, and road design

The Vineyard City Council met twice in the past two weeks, holding public hearings on a subdivision code amendment and a proposed $150 land disposal fee, and discussing road design, license-plate cameras, and the city budget. Meeting minutes have not yet been published, so no decisions are recorded.

City Council: Aug. 11 — Subdivision code and fee hearings

The council held public hearings on two items. The first concerned an amendment to the Vineyard City Subdivision Code. The second concerned a proposed $150 Insignificant Land Disposal Application Fee, which would apply to requests to dispose of city-owned parcels valued under $20,000 and smaller than 300 square feet. The council also considered Ordinance 2026-07, amending the Municipal Code for the Planning Department, and Resolution 2026-34, amending the Consolidated Fee Schedule to include the $150 fee. Consent items included approval of meeting minutes from July 7, July 14, and August 4, 2026. A separate public notice announced a hearing on an ordinance to remove the City Planner as a required signatory for subdivision plats, to streamline the recording process.

City Council: Aug. 18 — Road design, ALPR cameras, budget

The council held a work meeting to discuss design proposals for 400 South Road, the use of Automatic License Plate Reading (ALPR) cameras, and the city's Fiscal Year 2026-2027 budget. Public comments were accepted, and the meeting could have included an executive session.

Other recent meetings

The Communities That Care Commission met Aug. 13 to decide on a Family Day event direction (dinner in the park vs. drive-thru meal) for Sept. 28, confirm co-sponsorship of an Oct. 14 Sheriff's Office Safety & Prevention Event at Grove Park, and select a September Suicide Prevention Month outreach approach (yard signs, social media, or bracelets). The commission also introduced a new Assessment & Data Workgroup launching mid-September and was recruiting for open positions.

The Vineyard Library Board met Aug. 18 to consider rules for a puzzle exchange, discuss planning for Boo-a-Palooza, and brainstorm ways to increase program attendance and community awareness. The board also discussed providing monthly updates to the City Council and potential future library locations.

Coming up

The City Council will hold public hearings Aug. 25 at 6:00 p.m. at 125 South Main Street on a compensation increase for elective and statutory officials and on amendments to the Fiscal Year 2026-2027 Budget. Written comments are accepted by email before the meeting, and the proposed budget amendment is available for inspection at City Hall.
