Virgin boards weigh zoning, sign and wildfire items; posted records show no votes yet

Planning Commission hearing takes up three proposed ordinances

The Virgin Town Planning and Zoning Commission held a public hearing on Tuesday, Oct. 13, 2026 at 5:30 PM at 40 Main St (formerly 91 Mill St) and via Zoom, according to the agenda. The hearing was to accept public input on three proposed ordinances:

• An ordinance amending VMC 16.02.12 (Definitions) and replacing VMC Title 16 Section 30.06 (Use Tables) to establish prohibited uses within Virgin.
• An ordinance amending Title 16 Chapter 52 (Sign Regulations) and Chapter 50 (Lighting) to consolidate sign illumination standards and resolve a conflict between the two ordinances.
• An ordinance amending and restating Title 16 Chapter 16.40 (Commercial Zone) to modernize purpose, applicability, location, permitted and conditional uses, use-specific standards, and development standards.

Public comments could be made in person at the meeting or submitted one day prior. ADA accommodations were available by notifying the Virgin Town Clerk at 435-635-4695 at least 24 hours in advance. Council work meeting lists wildfire boundary and general plan

The Town Council's Oct. 14 work meeting was noticed as a discussion of non-action items, with no votes scheduled. The agenda listed:

• HB 48 Wildfire Urban Interface (WUI) Boundary
• Zoning Amendment Procedure and Accessory Structures Ordinances
• New General Plan and PROST Plan
• Sign Ordinance Amendment regarding Town Sponsorship Signs
• No Parking Ordinance

The agenda does not spell out what the PROST acronym stands for, and no minutes are posted, so the record does not show what was discussed or any direction given to staff.

Town Council work meeting (Aug. 12)

The council held a work meeting on Aug. 12 to discuss, but not vote on, several items:

• A draft amendment to the grading ordinance.
• A change order for the East Water Tank.
