Millard County moves on post-fire watershed work, EMS contract; zoning hearings set
Millard County is advancing two emergency-response efforts: a solicitation for engineering services to protect watersheds after the Widemouth 2 Fire and a new countywide ambulance contract. The county also has a series of public hearings on zoning changes and budget work sessions scheduled over the next two weeks.
Post-fire watershed protection
The Millard County Commission is seeking qualifications from engineering firms for emergency watershed protection services under the NRCS Emergency Watershed Protection program. The work addresses flooding, debris flow, and erosion hazards after the Widemouth 2 Fire, which began July 26, 2026. The county is acting as funding sponsor for Meadow Town, Kanosh Town, and Fillmore City.
Responses were due Aug. 17, 2026, at 11:59 p.m. The evaluation weights are: qualifications 25%, experience 25%, team 20%, availability 20%, and fee 10%.
EMS contract for two-zone service area
The commission is also opening proposals for a new Emergency Medical Services contract covering two zones: the greater county area (Zone 1) and the Intermountain Power Plant (Zone 2). The RFP includes 911 response and interfacility transports from Delta and Fillmore hospitals. The incumbent 911 provider retains first right to interfacility transports under Utah SB 215.
Evaluation criteria: qualifications (20 pts), staffing/resources (20), cost-effectiveness (20), quality (20), and access (20), with a bonus of 10 pts for providers with 5+ years in a 5th class Utah county. Minimum insurance requirements are $1M general liability per occurrence, $3M aggregate; $1M cyber liability per occurrence, $3M aggregate.
Proposals were due Aug. 17, 2026, and were opened at the commission meeting Aug. 18, 2026, at 10:00 AM. The award is anticipated Sept. 1.
Upcoming budget work meetings
The commission will hold a series of budget work meetings from Aug. 31 to Sept. 23, 2026, to review the tentative 2027 operational, capital, and long-term budgets. Department and office appointments may be considered. Meetings are open to the public at 50 South Main, Fillmore.
Public hearings on zoning changes
Several public hearings are scheduled in the coming weeks:
- **Sept. 1, 10:25 a.m.** – Public hearing on a legislative Development Agreement (Z-2026-047) for Tim & Loreen Bliss to allow 25 RV spaces and 10 tent sites on property zoned AG at 380 N 2000 W, Delta (APNs DO-4171-1 and DO-4171-1-1, approx. 11.15 acres each). The Planning Commission has forwarded a recommendation.
- **Sept. 1, 10:10 a.m.** – Public hearing on zone change Z-2026-048 for approximately 323.13 acres at 8900 N Whiskey Creek Road, Holden, from AG-20/AG to Heavy Industrial (HI).
- **Sept. 1** – Public hearing on zone change Z-2026-064 for approximately 160 acres near 2900 N State Highway 100 (Flowell) from Agriculture and Agriculture 20 to Light Industrial (LI).
- **Sept. 3, 6:30 p.m.** – Public hearing on Application Z-2026-042 to create a new overlay zone for large-scale energy projects, at Millard County Offices, 71 South 200 West, Delta.
- **Sept. 3** – Public hearing on zone change Z-2026-067 for 40 acres from Agriculture to Range and Forest (RF), located in Section 1, Township 17 South, Range 8 West, SLM (APN HD-4605-1).
All hearings are open to the public. Written comments may be submitted to the county planner.
