Utah County boards weighed zoning, CDBG plan, and tax agreements; no minutes published yet
Utah County's Planning Commission and Board of Commissioners each held meetings the week of July 21 covering land-use changes, federal grant planning, and tax agreements. Planning Commission: RA-5 lot size reduction hearing
The Utah County Planning Commission scheduled a July 21 public hearing on a proposed text amendment to the county land use ordinance. The request, filed by applicant Chris Cowden, would reduce the minimum lot area for one-family dwellings, manufactured homes, and planned subdivision lots in the Residential Agricultural (RA-5) Zone from 5 acres to 2.5 acres. Minimum lot width would drop from 250 feet to 210 feet. The amendment targets Sections 12.08.D and 12.08.E of the land use ordinance.
The commission was also scheduled to consider Resolution No. 2026-01, establishing procedures for submittal and acceptance of applications to appear before the Planning Commission, and to approve minutes from its June 16, 2026 regular meeting.
Board of Commissioners: CDBG plan, ordinances, and labor increase
The Board of Commissioners' July 22 agenda included a public hearing on the PY2025-2029 Consolidated Plan for the Community Development Block Grant (CDBG) program, with consideration of plan approval and a substantial amendment. A work session on CDBG funding applications and a Central Utah Water Conservancy District rate presentation were also listed.
The agenda included two ordinances amending the land use ordinance — one on easement requirements for parcels lacking road frontage due to state or federal land, and another on new or unlisted business uses, definitions, and appeal procedures. Text amendments to Title 4 (Business Licenses) of Utah County Code and changes to the fee schedule were also scheduled.
Commissioners were set to consider a market-based cost of labor increase for career service and appointed employees, effective pay period 18.
Board of Equalization: tax classifications and farmland appeals
The Utah County Board of Equalization's July 22 agenda called for deciding whether to reclassify specific parcels from primary to secondary residential for tax year 2026, and acting on hearing officer findings for appeals under the Farmland Assessment Act or Urban Farming Act heard June 25. Approval of July 8 meeting minutes was also listed.
Community Reinvestment Agency: Faraday Solar B agreement
The Utah County Community Reinvestment Agency was scheduled to consider an agreement with Faraday Solar B, LLC regarding personal property tax payments and release. The agenda also included review of May 2026 minutes.
Board of Health: retail food regulation
The Utah County Board of Health's July 27 agenda included action on a Retail Food Compliance and Enforcement Regulation, a UCHD finances update, a compliance audit, a 2025 annual report presentation, and discussion of a board tour at the Bingham Family Clinic.
Commissioners' special meeting: closed session on litigation
The Board of Commissioners held a special meeting July 30 to ratify the meeting call and schedule a closed session for a strategy session regarding pending or reasonably imminent litigation.
Board vacancies
The Board of Commissioners is seeking applicants for one vacancy on the Alpine Cove Water Special Service District Administrative Control Board and two vacancies on the Utah Valley Road Special Service District Administrative Control Board.
