The consent calendar also listed a $300,000 not-to-exceed amendment to the West Coast Frame & Collision Repair on-call services agreement and a $23,580 annual increase to the CentralSquare Technologies Enterprise Asset Management cloud subscription.

Two public hearings were scheduled on the Master Fee Schedule: one for Fire Department fees for fiscal year 2026–27 and another for Building & Planning and Water Department services.

Earlier that same day, the Council was set to meet in a special closed session to consider the appointment of a new City Manager and receive legal counsel updates on two existing lawsuits — ACLU of Northern California v. Vallejo Police Department (Case No. FCS059257) and Kroll v. City of Vallejo (Case No. CU25-10022) — plus two anticipated cases. Planning Commission: ADU ordinance and Sonoma Boulevard pawnshop

The Planning Commission's July 6 agenda included two public hearings. Police Oversight & Accountability Commission

The Vallejo Police Department was also scheduled to present a suggested training plan for commission members.

Surveillance Advisory Board

On July 16, the board was set to consider establishing a facial-recognition ad-hoc subcommittee and to review VPD monthly technology usage reports for drones, a cell site simulator, Flock ALPR cameras, and the Flock Raven gunshot detection system. Additional agenda items included discussion of recent media articles on government surveillance and updates on a new-member training module and a public-facing Flock audit webpage.

SolTrans: $430,797 contract and fare discussion

The SolTrans Board of Directors on July 16 was scheduled to vote on a five-year contract renewal with TransTrack Solutions Group not to exceed $430,797, plus a first amendment to the Solano Express Intercity Transit Funding and Cost Sharing Agreement. The board also planned to discuss potential fixed-route fare changes.

Other commissions

The Economic Development Commission (July 8) was asked to develop recommendations to attract construction, advanced manufacturing, software/film, and wholesale businesses to Vallejo at the City Council's request. The Architectural, Heritage & Landmarks Commission (July 16) held public hearings on two Mills Act historic-preservation contracts: PLN26-0044 at 602 Georgia Street and MA26-0001 at 926 York Street. The Participatory Budgeting Steering Committee (July 15) was scheduled to hear a report from First Place for Youth and discuss Cycle 9 outreach.

The Design Review Board (July 9) and Civil Service Commission (July 13) meetings were both canceled.
