Wasatch County boards weigh General Plan overhaul, $3.2M in district warrants
Wasatch County's boards and councils met the week of July 8–15, 2026, with the County Council scheduled to consider a comprehensive General Plan update and several special service districts lining up warrant approvals totaling more than $3.2 million. Because minutes have not yet been published for any of these meetings, the items below reflect what was on each agenda — not confirmed outcomes.
County Council: General Plan update and AI policy on the agenda
The Wasatch County Council held a July 8 work session to discuss Trails, Arts, and Parks (TAP) allocations and expenditures, an update on the Heber Valley Environmental Impact Statement by Craig Hancock, the Wasatch County Historian position presented by Dustin Grabau, council board assignments by Erik Rowland, and a MIDA report on DVE restricted sales tax projections by Richard Breitenbeker. No final decisions were expected at that session.
On July 15, the Council was scheduled to consider Ordinance 26-11, adopting a new comprehensive General Plan update that would replace the 2001 General Plan, the 1997 Jordanelle Land Use Plan, and the 2014 JSPA Plan Book. Also on the agenda: Resolution 26-04 adopting Policy 160-003 on the use of Artificial Intelligence at work, a request for proposals for construction management of the Children's Justice Center addition, a public hearing for Tracey Cannon regarding an asphalt trail installation and alignment at the Crossing at Lake Creek, and a funding consideration for Provo River Days.
Planning Commission: public hearing on new General Plan
The Wasatch County Planning Commission held a July 9 public hearing on Ordinance 26-11, the same General Plan update before the Council. The commission was also set to review a minor plat amendment for The Glades and The Junipers at Canyon Meadows (PlatAm-26-007 and PlatAm-26-008) to change condominium plats to townhomes, and an extension request for an asphalt trail installation at the Crossing at Lake Creek (Misc-26-003). Any recommendations were to be forwarded to the County Council for final decision on July 15, 2026.
Special service districts: warrant lists and procurement
Several special service districts had warrant approvals on their July 14 agendas:
- **Jordanelle Special Service District** — warrant list of $1,301,924.34, plus two requests for proposals: one for an excavator and another for a Water Reclamation Facility Construction Manager/General Contractor (WRF CM/GC).
- **North Village Special Service District** — warrant list of $1,527,577.83.
- **Twin Creeks Special Service District** — warrant list of $426,435.22, plus a closed session for a litigation update.
- **Strawberry LakeView Special Service District** — warrant list of $10,696.64.
- **Owls Nest Special Service District** — warrant list of $3,543.19 and scheduling of a public hearing on a proposed sewer rate increase for August 11, 2026 at 6:00 PM.
Solid Waste Disposal District: new transfer station discussion
The Solid Waste Disposal District was scheduled to review its Quarter 2 financial and performance report, discuss the 2027 budget and a 5-year financial forecast, and discuss construction of a new transfer station.
Fire Protection District: chief's report and warrants
The Fire Protection Special Service District was set to approve minutes from June 3 and June 9, 2026, approve warrants presented by Chief Eric Hales, and hear Chief Hales' report covering the governor's executive order, year-to-date updates, a retirement, a hospital call, a capital project update, community outreach, the PAD program, and recruit school final week. The Fire Advisory Commission's next quarterly meeting was scheduled for August 6, 2026.
Open Lands Board: NOI applications and bond updates
The Open Lands Board met July 13 to discuss and possibly act on Notice of Interest (NOI) applications for open land preservation, receive updates from the county council, Midway City, and Heber City on open space bond funding, and consider selecting stickers for the open lands board sticker contest.
Recreation District meeting canceled
The Recreation Special Service District #21 meeting scheduled for July 8 was canceled because the agenda was already covered at the June 10, 2026 meeting. No items were decided or discussed.
