County Boards Tackle $7.3M in Health Contracts, Prison Hires, and Property Resolutions
Westmoreland County boards and authorities met the week of July 23–28, 2026, with agendas covering millions in service contracts, prison staffing, industrial development funding, and property dispositions. All items below come from published agendas; minutes have not yet been posted, so final vote outcomes are not yet confirmed in the public record.
Board of Commissioners: $7.3M in Behavioral-Health and Children's Services Contracts
The Board of Commissioners agenda listed several major contracts for approval, totaling approximately $7.3 million:
- **$3.3M contract** with Southwest Behavioral Care for behavioral health services.
- **$1.8M agreement** with Keystone Peer Review Organization for intellectual disabilities services.
- **$900K agreement** with Westmoreland Casemanagement & Supports for a student assistance program.
- **$335K agreement** with UPMC Children's Hospital for clinical and care coordination services.

Salary Board: Prison Union Contract and Park Police Restructuring

The Prison Board agenda listed a vote on hiring nine new staff members: Cassandra Elkin, Trevor Durkot, Jamie Barna, Jonah Hutcherson, Caleb Miller, Shane Hazen, Kayleigh Lear, Levi Bryner, and Alicia Rederscheid. The agenda also included approval of minutes from the June 29, 2026 meeting and reports from the Adult Probation Office and County Correctional Facility.
Land Bank: 15 Property Resolutions and Derry Agreements
The Land Bank Board agenda included 15 resolutions for property dispositions in Monessen, Rostraver, Jeannette, Ligonier, Trafford, New Kensington, and Greensburg. Named resolutions included Resolution 2026-16 (A J Properties III, Monessen City), Resolution 2026-21 (James S. and Dorothy D. Boyd, Rostraver Township), and Resolution 2026-26 (Liberty Properties at Trafford LLC, Trafford Borough). The board also considered a right-of-way agreement and a stormwater maintenance agreement with the Borough of Derry for the Derry Business Park property.
Redevelopment Authority: RACP Agreements for Excela Health and Biogas Project
The Redevelopment Authority Board agenda included two Redevelopment Assistance Capital Program (RACP) cooperation agreements:
- An agreement with Latrobe Hospital and Excela Health for the Orthopedic Center of Excellence project at One Mellon Way, Latrobe.
- An agreement with Noble Environmental for the Biogas Development project at the Westmoreland County Sanitary Landfill in Rostraver Township.
The agenda also included rescission of a 2020 cooperation agreement with the County of Westmoreland and Noble Environmental for a $1,000,000 RACP grant application for the biogas project, and Resolution 2026-16 for a Local Share Account Category 4 grant of up to $102,128 for the Clay Avenue Pocket Park at 514 Clay Avenue, Jeannette.
